  1. CONTEXT

1.1         BACKGROUND

The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/).

The OIE, then known as the « Office international des épizooties », was created on the 25th of January, 1924. Its headquarters are based in Paris. It comprises 182 Member Countries and is present on all continents through 12 Representations or Bureaus in total.

1.2         PURPOSE

In 2016, the OIE’s 84th General Assembly unanimously adopted Resolution 36, which mandates that OIE compile AMR activities into a strategy. “The OIE Strategy on Antimicrobial Resistance and the Prudent Use of Antimicrobials”  aligned to the Global Action Plan on AMR developed by the WHO in collaboration with the FAO and OIE supports the delivery of a “One Health” approach to combat AMR – involving human and animal health (terrestrial and aquatic), plants and the environment. The OIE AMR Strategy outlines the goals, strategy and tools in place to support Member Countries assess and respond to ARM risk at national level. The OIE AMR work is led by the Antimicrobial Resistance and Veterinary Products Department (AMR & VP) based at the OIE Headquarters in Paris, France.

The OIE seeks the service of a consultant Monitoring and Evaluation (M&E) and Knowledge Management (KM) Expert to strengthen the OIE delivery of the OIE Strategy on Antimicrobial Resistance and the Prudent Use of Antimicrobials (hereinafter referred to as the “Strategy”).

The work is divided into two complementary components: (i) monitoring and evaluation, and (ii) knowledge management. It is expected that bids will clearly articulate the methodology / approach and sequencing of components.

The services will be delivered between 1st September 2019 – 30th June 2020. The assignment may involve working with OIE’s Tripartite partners (FAO and WHO) where activities are managed through joint programming.

  1. DUTIES AND RESPONSIBILITIES

2.1         OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF WORK

The consultant will be engaged on a call-down basis to work with key members of the OIE Antimicrobial Resistance and Veterinary Products Department (AMR & VP), the World Fund Unit and other relevant OIE staff members to optimise programme delivery of the Strategy by strengthening the M&E function of the project cycle through two levels of engagement :

  1. i) Monitoring & Evaluation : To review and refine the existing OIE AMR M&E Framework and to ensure synergy with the AMR GAP M&E Approach and the Results Framework developed for the Tripartite Workplan;
  2. ii) Knowledge Management : To work with the AMR & VP Department and other relevant OIE Staff to develop a knowledge management strategy and framework to systematically collect, internalise and disseminate programme evidence and learning.

The consultant will work with the AMR team in close collaboration with the World fund Unit and report to Elisabeth Erlacher-Vindel, Head of the AMR and VP Department.

2.2         EXPECTED OUTPUTS AND DELIVERABLES

The services will be delivered between 1st September 2019 – 30th June 2020. The assignment may involve working with OIE’s Tripartite partners (FAO and WHO) where activities are managed through joint programming.

This assignment builds on the OIE’s existing monitoring and evaluation approach for the OIE Strategy on Antimicrobial Resistance and the Prudent Use of Antimicrobials . The goal of the strategy is: Reduced impact of AMR in animals, the environment and also in humans. The OIE AMR M&E framework is structured around the four objectives of the strategy to monitor progress against activities, outputs and outcomes.

To facilitate learning and development across the OIE, the consultant will deliver seminars / workshops to introduce the revised M&E and new Knowledge Management Strategy and Frameworks to relevant OIE staff and provide targeted training for AMR and VP Department staff in the application of these tools.

  1. QUALIFICATIONS AND EXPERIENCE

Required

  • Expertise in evaluations of international development programmes including qualitative and quantitative methods;
  • Ability to quickly get up to speed and understanding of the OIE’s AMR strategy;
  • Planning, organisational and presentation skills and an ability to report succinctly in plain English;
  • Demonstrated experience in economic evaluation techniques, knowledge of OECD-DAC criteria and methodology for evaluating development assistance.

Desirable

  • Knowledge of animal production and health and natural resource governance systems;
  • Experience of working with Veterinary Services, engaging with beneficiary groups;
  • Experience of leading work or working with other international organisations.

  1. WORK ARRANGEMENTS

4.1         ORGANISATION OF THE WORK

As a call down contract, the pace of the delivery will be agreed with the Head of Department, but it is anticipated that 80% of the contract value will be delivered by the 31st March 2020.

The consultant will need to make regular visits to the OIE and will also deliver chargeable days from their home base.

The OIE will reimburse agreed travel and subsistence cost associated with the consultants visit to the OIE in Paris, other OIE locations globally or other meeting locations required as part of the delivery of services under this contract.

4.1         PAYMENT SCHEDULE

Invoices to be submitted on a monthly or less frequent basis against agreed time-inputs verified by the Head of Department.

20% of the value of the contract will be held back until the end of the contract paid against achievement of the four deliverables outlined in section 2.2 above.
