1. Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

2. Purpose

DRC West Africa Regional Office is looking for an experienced Regional Business Development and Partnerships Coordinator to drive new business development in support of all countries and multi- country initiatives in the West Africa region, creating, identifying and assessing new funding opportunities while promoting innovation in the region. The role is expected to maintain a consistent standard of donor relationship and high-quality proposal development across variable country contexts; and will actively seek to support DRC in delivering quality and innovative interventions, multi-country funding opportunities and consortium partnerships.

3. Duties and Responsibilities

The WA Business Development and Partnerships Coordinator reports to the Regional Head of Program and works in close collaboration with the Regional SMT, the regional Protection and Economic Recovery Coordinator and other members of the regional program team. The WA Regional Office covers the following country operations: Burkina Faso, Niger, Mali, Nigeria, Cameroon, Central African Republic and develop and support regional /multi-countries ambitious programs in Central Sahel.

Under the management of the Regional Head of Program the Regional Business Development and Partnerships Coordinator will have the following activities and tasks:

Strategic stakeholder engagement:

  • Supports the process to position DRC for relevant programming across the West and central Africa region though engagement with key stakeholders at regional level
  • Supports positive relationships with institutional donor representatives within a regional or multi-country context in collaboration with the Business Development Taskforce (Regional Director, Regional Head of Program, Regional Head of Multi-grants Operations).
  • Proactively engages on a strategic basis with institutional donors at regional level in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
  • Actively seeks partnerships and collaboration with non-traditional DRC partners and donors at regional level, in order to open doors and provide information to country programmes, in collaboration with the Business Development Taskforce
  • Assists in identifying and establishing strategic partnerships across the region in collaboration with Regional Office and and Country Offices SMTs

Business Opportunities

  • Leads the design and implementation of regional resource mobilisation strategies intended to strengthen funding and partnerships to deliver the regional strategic development plan and results contract.
  • Supports the adequate resourcing of programmes within the West Africa region.
  • Monitors the funding pipeline and leads on new business development and forecasting at a regional level
  • Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting DRC programming in the West Africa region.
  • Actively tracks multi-country funding opportunities and looks for new consortium partnerships with stakeholders at regional level for multi-country programming.

Bid development: 

  • Prepares all necessary groundwork for multi-country or multi-regional proposal development and bid management;
  • Helps assemble bid development teams.
  • Ensures quality of proposals of multi-country or multi-regional bids in strong collaboration with RHOP and RHOMGO to ensure high quality competitive proposals in order to successfully secure institutional donor funds at scale.

Coordination of the Business Development Taskforce:

  • Coordinates with the Regional Business Development Taskforce (RD, RHOP, RHOMGO) on key engagement and funding opportunities that are priorities for the RO or Country SMTs
  • Coordinates at Global, Regional and Country level to access donor intelligence, business opportunities and develop in-country skills. Brokering and streamlining assistance from senior management teams, technical coordinators, programme coordinators and donor focal points;
  • Supports staff within the region to develop business development strategic component of country level strategies and to secure funding opportunities.

In addition to the above, the Regional MEAL Coordinator may be asked to carry out other duties requested by the Regional Head of Program.

Expériences / Formation

4. Required Qualifications

  • At least 5 years’ experience and success in engaging with bilateral and multilateral donors for an international agency;
  • Professional and technical experience evidencing and demonstrating ability to deliver against the above-mentioned responsibilities
  • Demonstrable experience working in fundraising and business development in WA countries;
  • Demonstrated ability to devise and implement resource mobilization strategies;
  • Proven ability to secure new business opportunities and partnerships;
  • Experience working with technical teams to develop program proposals that are funded by institutional donors;
  • Strong networking, representation, and negotiation skills;
  • Superior computer skills;

6. General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
