Founded in 1994, TGH is an International Non-Governmental Organisation (INGO), registered in Lyon, France. TGH designs, implements and monitors Emergency response, Recovery and Development programs in the following sectors: Water Sanitation Hygiene (WASH), Food Security and Livelihoods (FSL), Protection and Education. TGH currently works in 10 countries of Africa, Asia, Europe and the Middle East.
Context
TGH has been active in Myanmar since 2007 with a large range of Emergency, Recovery and Development programs. It started with Nargis Hurricane Response on the seaside, near Yangon (Basic Emergency Needs & Livelihoods of affected populations). It continued with several recovery projects in the Ayeyarwady Region, as well as EU-funded interventions focusing on disability including in Yangon. From 2012, TGH has developed several FSL projects in Matupi Township, Chin State, bringing Food Security, Livelihoods (income-generated activities) and Natural Resource Management as a very solid and recognized expertise for TGH Myanmar. Following the reopening of a Coordination Office in Yangon (2018), TGH Myanmar has extended its activities in Southern Chin, in Paletwa Township for Multi-Sectoral Emergency response to the local population affected to the growing conflict between the Tatmadaw and the Arakan Army.
TGH currently works with 2 national CSOs: Ar Yone Oo (AYO) in Matupi Township and Raiki Community development foundation (RCDF) in Paletwa Township. Capacity building of implementing partners is a core component of TGH partnership approach. TGH is currently engaged in 2 consortiums with INGOs (one with GRET and one with Christian Aid). While COVID-19 Prevention and Preparedness has been included in TGH work in Myanmar, the 2020 Operational Country Strategy focuses on 5 main areas for increased capacity and strengthened quality delivery of programs. Also, TGH Myanmar looks forward to developing new areas of expertise (incl. Protection & Education and WASH) and in new areas of the country.
TGH implements projects in Myanmar with the financial support of the following donors: European Commission (Europaid), Agence Francaise de Développement (AFD), Myanmar Humanitarian Fund (MHF), HARP-Facility (DFID) and the French Ministry of Foreign Affairs / Embassy of France (AAP).
Presentation of TGH Myanmar and Projects
TGH has one Coordination Office in Yangon, one Field Office in Matupi Township, Chin State and two (limited and shared) Field Offices in Paletwa Township, Chin State. The total number of staff is 30+, including 4 international positions with this new position.
The Project Manager will be based in Yangon Coordination Office, joining a team of 11 staff under the leadership of the Country Director, working in close relationship with the Support Services Team (5 staff for Finance, Administration, Logistics, Communication and General Services) and integrating the very enthusiastic team of Paletwa Response (4 staff, plus 8 field staff in Paletwa Tsp).
Ongoing Actions and Perspectives
- In Paletwa Township, Chin State
- 1 Multi-Sectoral Emergency Response Project (MHF) was completed in 2019.
- 2 Multi-Sectoral Emergency Response Project are currently under implementation (MHF to be completed in October 2020 and HARP-F to be completed in December 2020).
- HARP-Facility financial support is confirmed for 2021 (12 months); further funding opportunities are expected (proposals to be written before end of 2020).
- 1 FSL Project (AAP) is under implementation covering both Paletwa and Matupi Township (Humanitarian and Development Nexus oriented).

- 2 FSL Projects (Europaid and AFD) are currently under implementation and both to be completed in March 2021.

Job description
As a part of the on-going adjusted team restructuration to mitigate COVID-19 challenges in the country, the (Surge Support) Project Manager is aiming at providing with adequate and timely support to Country Director and Program Coordinators in Yangon office.
Under the Country Director’s line supervision and under direct management of related Program Coordinators, the Project Manager will be in charge of:
Management Support to TGH Paletwa Response – [about 70%]
Assist the Program Coordinator in the overall TGH Paletwa Response Management, including Activities Planning, Implementation and Monitoring, Team Staff Supervision, Procurement, Financial Monitoring, Knowledge Management and Donor Reports.
- Agree with the Program Coordinator on Quarterly, Monthly and Weekly objectives on how to support Paletwa Emergency Response
- Be part of the team efforts, and with the support of HQ technical Departments, to enhanced technical capacity on the following field of expertise: Education, Child Protection, FSL, WASH, Emergency Distribution
- Support Team Capacity Building on Project Management, Monitoring and Reporting and Information Management
- Develop and facilitate Staff and Partner Training based on participatory needs assessment and opportunities
- Support RCDF managers in proper implementation of PISCA project, and identify and address any related capacity gaps
- Supervise field data collection from field TGH & Partners teams to consolidate Information Management and Monthly Reports
- Be involved in the preparation of regular project reports to donors and partners, as required (mid-term reports, final reports, etc.)
- Supervise the completion of monthly or quarterly or annual updates requests from various Clusters, and provide with adequate need-basis support to National Project Managers
- Explore opportunities to support Paletwa IDPs in Yangon, and if relevant supervise proper implementation
- Plan and supervise Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies
- Attend TGH Team Coordination Meetings
- Conduct field visits for project supervision and field support, if possible and relevant
Management Support to TGH Matupi Projects – [about 15%]
- Implement AYO Institutional Capacity Building in Yangon, on the following topics: (1) Monitoring & Evaluation, (2) Communication and (3) possibly, COVID-19 Preparedness and response and/or PSEA Safeguarding
- Support the Program Coordinator on programming, implementing and analysing surveys and learning reviews
- Assist technical staff in the development of technical learning, best practices and any related communication materials
Country Office Management Support and Development – [about 15%]
- Assist the Country Director on remote Yangon office management by collaborating closely with the Acting Head of Office (Finance Manager) and regularly report to Country Director
- Sign on behalf of the Country Director all required documents for banking operations and/or formal communication requiring original, but not scanned, signature
- Advise the Communication and M&E Officer in developing communication strategy and materials, and support/coach on proper implementation
- Be involved in the development of Concept Notes and Grant Proposals, as need be and under the supervision of the Country Director
- Replace the Country Director, when not available, on INGO Forum Meetings and Humanitarian Breakfast
- Attend Clusters Meetings, based on agreed sharing between Program Coordinators and Project Managers.
- Assist the Country Director in planning the development of TGH Disaster Preparedness Capacity for Rapid Response
- Identify and implement support to IDPs and poorest communities in Yangon, including innovative approaches and development of new partnerships
- Explore new funding opportunities with public and private donors, including foundations and CSR mechanisms in Myanmar

Security, working and living conditions
The Project Manager will strictly follow TGH Security Plan in Myanmar. In general, the Security Status in Yangon is low (stable and calm) while general and usual basic preventive security measures still apply on a daily basis.
The Project Manager can share a comfortable apartment in a pleasant urban area of Yangon. As a whole, professional and living conditions are friendly and very much appreciated.
Field visits and other professional travels will be subject to COVID-19 governmental restrictions as well as security conditions.
Expériences / Formation
Due to COVID-19 restrictions in Myanmar, applicants must have a valid visa (minimum duration of 3 months) for work and must be currently based in the country.
- University-Level Degree, preferably a Master Degree in the field of International Development, Project Management, Political Studies or other related ones
- Former experience of working on Humanitarian Crisis / Emergency Response
- Good knowledge of M&E Tools, Grants Reporting and Proposal Development
- Familiar with procedures of some of the following donor agencies: AAP, AFD, MHF, DFID, ECHO/Europaid, others
- Proven experience on Capacity Building for National/Local CSOs, including good Training Facilitation and strong Reporting skills
- Fluent in written English and French. Knowledge of Myanmar language will be appreciated
- Former experience in Myanmar or in South/South East Asia is a very strong asset
- Proficient user of MS Office Pack. Knowledge on data processing and/or GIS software is an asset
- Excellent interpersonal skills and demonstrated ability to work as a team member, in an effective timely and flexible way, under pressure and tight deadlines
- Proven record of self-sufficient and rigorous capacity and excellent multi-tasks and priority planning
- Great sense of humour and excellent ability to work and live in both Myanmar and International environments
Salaire
Country: Myanmar – Location: based in Yangon, with possibly a few trips to Chin State and other regions (in case of new program areas development)
Duration: 3 months, starting on 01 November 2020
Ideally, the selected candidate would be offered the position of leading TGH Paletwa Response Projects for a period of one year (all 2021), position based in TGH Yangon Coordination Office.
Total gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 450 EUR, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.
No family duty station.
