TGH recruits 01 Program Coordinator – Erbil – Kurdistan Region of Iraq

Job description

The Program Coordinator ensures the coordination of projects implemented in Ninewa, Baghdad, Najaf, Karbala, Diyala, Salah al-Din, Dohuk, Erbil and Suleymaniyah governorates, in the field of Child Protection, Education, Food Security and Livelihood. He/she ensures the quality of interventions.

He/she directly supervises 3 to 7 Project Managers, a Grants and Reporting Officer, a Monitoring and Evaluation officer, as well as a Protection Technical Advisor. He/she works under the direct supervision of the Head of Mission, and has a direct collaboration with support Coordinators, including Field Coordinator for Ninewa. He/she also has functional links with TGH HQ FSL and Education and Protection Technical Advisors.

The main responsibilities include:

A- Supervising the current projects and their implementations on the field in accordance with TGH’s general strategy as well as the one defined for Iraq programs.

B- Proactively contributing to the strategic programming and constant adaptation of the operational strategy regarding the evolutions of humanitarian situation

C- Ensuring the relevance, integration and quality of interventions, in accordance to TGH, national and regional standards.

D- Ensuring project monitoring and evaluation, internal reporting and capitalization.

E- Ensuring external reporting and coordination

F- Managing project management teams,

G- Contributing to maintain and develop current and future partnerships with international and national NGOs, as well as local authorities and technical departments.

Main Tasks

Supervision and support of the Program Department

  • Supervises projects implementation and coordination in close co-operation with projects managers;
  • Provides technical and methodological support on project launching, implementation and follow-up to the project team through the supervision of the Protection Technical Advisor, and in collaboration with TGH HQ Technical Advisors;
  • Works in close collaboration with the different support departments (administration, logistic, etc.);
  • Designs and implements relevant project management tools;
  • Supports project managers in their negotiation with local authorities and organizations to ensure the continuity and relevance of TGH projects within the national policies;
  • Proposes relevant adaptations to the organizational chart and participate to its implementation (job description and so on) in link with HoM, Field Coordinator and Support coordination team;
  • Identifies capacity-building needs among project teams and partners, and facilitates internal and/or external training sessions according to available means.

Program quality and monitoring

  • Ensures the quality of project implementation, in coherence with TGH’s strategy and donor requirements;
  • In collaboration with the Project Manager and Technical Advisor, contributes to the design of monitoring tools and processes and ensures their relevance to each intervention areas and sector requirements;
  • Analyses and capitalizes project data;
  • Controls the achievement of programs through regular visits to project sites;
  • Organizes monitoring assessments to follow-up project quality;
  • Provides guidance on the adaptation of project implementation if deemed relevant;
  • Capitalizes of lessons learnt, methodologies and tools;
  • Compiles and analyzes monthly reporting tools (MFU, SitRep);

Operational strategy

  • Collects and analyzes information about the humanitarian situation in TGH’s area of intervention and other areas of Iraq;
  • Proposes and organizes monitoring and evaluation missions;
  • Proposes strategies and methodologies of intervention that would match with Iraqi context;
  • Participates to the development of new intervention areas and sectors;
  • Proactively participates to the design of TGH Iraq’s operational strategy;
  • In direct link with the Head of Mission, contributes to secure donor funding for the development of new interventions.

Reporting

  • Supervises and contributes to donor reporting, in accordance with deadlines;
  • Contributes to the writing of proposals and technical reports for donors, in collaboration with the HoM, Field Co, Grants and Reporting Officer, Support Coordination team and HQ.

 

External coordination

  • Maintains and develops’ TGH good working relationship and visibility with local authorities, donors, UN agencies and NGOs;
  • Represents TGH in external coordination meetings (clusters, technical working groups, etc.);
  • Ensures proactive coordination with NGOs present in Iraq;
  • Develops adequate partnership with international and local organization or public services (upon validation of the HoM).

Experience / Training

Educational background and experiences

  • Generalist educational background: master in humanitarian field, project management, politics.
  • Technical knowledge about Protection (particularly child protection) – Education is an asset;
  • Technical knowledge about livelihoods programming is an asset;
  • Minimum 4 years in the management of emergency humanitarian programs
  • Experience in emergency and post-emergency contexts

Skills

  • Strong communication, analysis and reporting skills
  • Knowledge of project cycle management and tools
  • Management qualities
  • Strong organizational capacities
  • English mandatory (oral and written); Arabic would be a plus

Personal Qualities

  • Strong interpersonal and intercultural skills;

  • Autonomy and sense of team working

Salairy

:Salaried contract, gross monthly salary of €1800 to 2300, monthly per diem 650 USD, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.
