Context and Background of the position:
On Thursday 24 February 2022, Russia launched an offensive in Ukraine by invading the country and simultaneously bombing several military infrastructures in the most important and strategic cities. The offensive came after tensions between the two countries had risen and hostilities on the line of contact separating the Russian-influenced Donbass region from the rest of Ukraine had escalated. According to the latest information, Russian attacks no longer seem to spare civilians. As of 28 February and after 5 days of conflict, the Office of the United Nations High Commissioner for Human Rights (OHCR) estimated the number of civilian victims at 550, including 142 deaths, 13 of which were children1. As of 1 March, the United Nations High Commissioner for Refugees (UNHCR) counted 677,000 Ukrainian refugees, mainly in Poland, Hungary, Moldova, Romania and Slovakia, and estimated that there were more than one million internally displaced persons.
Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.
Today, TGH is launching exploratory missions in Poland, Ukraine and Moldova.
Objectives of the Mission:
Assess the organisation and coordination of the emergency response in Poland-Ukraine
Provide a technical support to TGH project on Cash Programmes planning, implementation and coordination

Responsibilities:
- Conduct an assessment on cash modalities based on need assessment in targeted area of intervention
- Monitor the humanitarian situation on basic needs, evolution on markets and financial services in the country of intervention
- Define Cash program strategies in coordination with the Program team and the CD
- Ensure active participation of TGH in national technical forums and develop partnerships with relevant partners and other stakeholders
Depending on the development of the context and/or the results of this first phase of work, the terms of reference will be adapted and revised.
