About the ProjectProsper Cashew is a five-year, $25 million project funded by the U.S. Department of Agriculture under the Food for Progress Program that aims to catalyze investment for the West African cashew processing sector by strengthening cashew processing facilities across Côte d’Ivoire, Ghana, and Nigeria.

Primary Purpose and FunctionThe Operations Manager, reporting to the Deputy Chief of Party, will play a critical role in supporting efficient and compliant project implementation across the three focus countries by overseeing project accounting, procurement, logistics, and HR. The Operations Manager ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. S/he will liaise closely with his/her finance & administration (F&A) counterparts in TechnoServe’s offices in Abidjan, Accra, and Abuja.

Duties & Responsibilities:
FinanceOversee project accounting, ensuring reliable and accurate data is submitted
Ensure timely preparation and submission of financial reports, manage and monitor cash flows related to project expensesSupport the COP and DCOP to conduct routine budget burn rate analysis, investigating deviations and supporting budget forecastingSupport the monitoring of subrecipients, including review of subrecipient financial reportsSupport budget or contract modification processes, as neededParticipate in internal and external audits by making accounting documents available to the auditors, upon request, and by providing explanations related to audit requests
Human ResourcesLead the process for the recruitment of local staff, including advertising job descriptions, scheduling interviews, preparing offer details and participating in salary negotiations, and preparing employment contracts
Oversee the process for renewing local hire employment contracts on an annual basis, ensuring annual performance reviews are completed and employment contracts renewed on timeManage the onboarding and orientation of new project staffManage the procurement of consultants, as neededSupport foreign national employees to obtain legal work authorization in the focus countries
AdministrationManage procurement of office space, office equipment, vehicles, and other items, in compliance with TechnoServe and USDA policies and regulations
Support the processing of advance requests and travel expense reconciliations and other administrative documents, as necessaryDraft, negotiate, and review contracts (including service agreements, office leases, purchase orders, etc.), ensuring all required contractual terms and conditions are included and obtaining the best value to the projectFacilitate logistics arrangements such as travel and fleet managementPerform administrative tasks to ensure TechnoServe adheres to local legal and statutory requirements, as requiredEnsure adherence of project activities and staff to the country safety and security plansSupport project event planning and logistics, as needed
Basic QualificationsBachelor’s degree in finance, accounting, business, economics or other related field
Minimum of five years of professional experience with increasing responsibilities related to finance, procurement, human resources, and contractual managementExperience providing operational support across multiple countriesStrong knowledge of generally-accepted accounting and procurement practices
Preferred QualificationsExperience with large United States government (USDA or USAID)-funded projects

Required LanguagesFluency in English and French

Knowledge, Skills and AbilitiesDemonstrated ability to manage and prioritize multiple tasks with competing deadlines
Strong sense of collegiality, integrity, resourcefulness, and accountability for resultsStrong interpersonal, communication, and presentation skillsAdvanced-level knowledge of Microsoft Excel, and basic functional knowledge of field accounting software packages
Supervisory Responsibilities The Operations Manager will supervise one project accountant and two project drivers
