Spotlight Initiative in Timor-Leste inviting CSOs to Implement a Programme for Adolescent Girls

 

The Spotlight Initiative in Timor-Leste in partnership with UNICEF Timor-Leste is inviting proposals from civil society organizations to develop and implement a programme for adolescent girls survivors of violence or at heightened risk, as part of the Spotlight Initiative on Ending Violence Against Women and Girls.

The design of the programme will integrate the principles and best practices of trauma-informed approaches and will be aligned with the national legal and policy frameworks, namely the “Law Against Domestic Violence” and the “Child and Family Welfare System Policy”, which takes a holistic multi-sectoral approach and focuses on the centrality of the family and the community for the child’s well- being. This programme aims at strengthening the child protection system in the country and will complement the existing social, health, legal and security services.

Objectives

The programme aims to fulfil two functions:

View and receiving grant information
Empowerment
Psychosocial support and Therapeutic care
Funding Information

260,480 USD (for 2020 and 2021). Additional funds may be available for 2022.
Target Groups

The programme will target adolescent girls up to 19 years old who are survivors of violence or at increased risk of experiencing violence due to family dynamics or other vulnerabilities. Particular attention will be placed in reaching:

Deadline Free Grants
girls with disabilities
teenage mothers
married girls
girls in institutional care (orphanages, shelters, etc.)
girls that have been reintegrated in their communities after a period in institutional care
out-of-school girls
LGBT+
migrant girls
girls living in extreme poverty
girls who consume drugs or alcohol, or who live in families with drugs or alcohol abuse
girls that witness domestic violence at home
adolescent girls facing other vulnerabilities.
Programme Outcomes

Within this framework and as set out in the CPAP 2015-2020, working with government and other partners, UNICEF will contribute to achieving the following result:
Improved and equitable prevention of and response to violence, abuse, exploitation and neglect of children and participation of adolescents
Within Spotlight Initiative, an EU-UN programme on ending violence against women and girls, UNICEF will contribute to achieving the following result:
Women and girls who experience violence, including domestic violence (DV) and intimate partner violence (IPV), use available, accessible, acceptable, and quality essential services including for long term recovery from violence
Eligibility Criteria

International, national and local non-governmental organizations can submit proposals individually or in consortia. Interested organizations should meet the following requirements:
Proven experience and expertise in implementing programmes in areas related to empowerment of adolescent girls, child protection services, response services for women survivors, or prevention of violence.
Knowledge of Timor-Leste’s policies, strategies and guidelines on Child and Family Welfare, Child Protection, Gender-based Violence and Youth;
Previous and/or current interventions in the target municipalities of the initiative is an advantage; Ability to work with diverse government and community stakeholders at both national and municipality levels;
Experience in participatory community mobilization and strength-based approaches.
CSO must:
be registered in Timor-Leste and, for international organizations, in the country of origin;
not be an entity named on any of the UN Security Council targeted sanction lists.
