The United Nations Development Programme South Sudan (UNDP) and United Nations Children’s Fund (UNICEF) are seeking an implementing partner or CSO to Provide legal representation for juvenile offenders and survivors accessing courts in South Sudan under Peace Building Fund (Breaking the Cycle of Violence).

Early Grant Information for NGOs
Within the Democratic Governance and Stabilization Unit of UNDP, the access to justice programme provides linkages between justice providers and communities through different activities including; advocacy on legal and policy reform through the Ministry of Justice and Constitutional Affairs as well as with civil society actors; increasing access to justice to citizens of South Sudan with special focus on vulnerable groups, such as juveniles, and women including the provision of legal representation in sexual gender-based violence (SGBV) and related criminal matters.
The objective is to support a CSO to provide legal representation for juveniles, and juvenile survivors and the provision of psychosocial support through providing better access to justice, reduce case back log and arbitrary detention for juveniles, and to further reinforce the accountability and transparency of the judiciary.

In close coordination with the UNDP, UNICEF, justice institutions and any other relevant stakeholders, the implementing partner will provide:
Establish processes, systems, guides and documentations for determining and assessing all juveniles eligible for legal representation and legal assistance.
Represent all juveniles through in-house lawyers or referring cases to qualified lawyers especially cases involving SGBV and juvenile offenders and survivors.
Litigating at least three cases regarding fundamental constitutional rights in the Supreme Court for social diversion.
Establishing a legal help desk and providing legal assistance to the public in the form of legal advice, mediation services and referrals for psychosocial services and medical services related to juveniles.
Design and implement outreach campaigns and awareness raising of the scheme.
Funding Information
The budget should be detailed, complete, rational and realistic, and must not exceed the equivalent of $ 15,000.
The duration of the project is 6 months.

Provide basic legal information and pro bono legal services to juveniles.
Raise awareness on substantive children’s rights and constitutional/legal issues, carry out community awareness on access to justice and rule of law issues concerning juveniles, laisse with Social Workers of MGCSW to provide psychosocial support to juveniles on detention and juvenile victims/survivors.
Train community members and raise awareness on substantive children’s rights and constitutional/legal issues, carry out community awareness on access to justice and rule of law issues concerning juveniles, laisse with Social Workers of MOGCSW to provide psychosocial support to juveniles in detention and juvenile victims/survivors.
Promote alternative dispute resolution services such as mediation and reconciliation and diversion of juvenile issues.
Provide transportation services to juveniles to attend court.
Eligibility Criteria
The CSO/NNGO/CBO must meet the following criteria to be eligible for selection:
Be legally registered as CSO/NNGO/CBO with the Ministry of Justice and Constitutional Affairs and in possession of a valid registration certificate.
Mandate and founding document should be in line with the activities for which the fund is being sought.
Have an established office and experience in implementing similar/related activities.
Having a functional office in the targeted projection location will be an added advantage.
The partner must be impartial and observe the principle of conflict of interest. Should try not be suitable to provide legal representation to a certain client for this region, an impartial objective referral should be made to the client.
