ABOUT THE MISSION …

 

The SI mission in Iraq opened in February 2017 with a focus on the Mosul response. The mission is relatively small with one base in the capital Erbil (7-8 expatriates and approx. 8 national staff) and a field base in Mosul (3 expats and approx. 20 national staff). SI’s work in 2018 focused in the centre of Mosul, working on water network rehabilitation in west Mosul. In 2019 SI began work outside of Mosul city, expanding into wider Mosul District in Muhallabiyah and Hamdaniyah (Nimrud Camp).

SI is currently the lead of two OCHA IHF-funded WASH consortia in Iraq; the WASH Consortium for In-Camp Interventions (WCICI) and the WASH Out of Camp Consortium (WOCC). Under these consortia SI also delivers two projects as a partner:

 

– 6 month WASH project in Nimrud Camp, Ninewa: one camp targeted by SI (3000 individuals); the provision of water trucking, desludging, garbage collection, hygiene promotion and kit distribution and the refurbishment of sanitation blocks and cesspits.

– 4 month WASH project in Muhallabiyah, Ninewa (rural context), providing water trucking to areas which are not connected to the water network and connecting households who are in the area of a water network but who are not yet connected to the network.

– It is expected that SI will continue as the WASH actor in Nimrud camp beyond the end of this project and new funding is in the process of being identified

 

The mission will keep an emergency WASH component through the team’s work in Nimrud camp, and will explore new areas of intervention in 2019/2020. SI are well recognized for their contribution to the WASH sector in Iraq and this will remain in 2019/2020, alongside a strategy to diversify SI programmes by entering the Food Security and Livelihood sector.

 

ABOUT THE JOB

 

General objective:

The mission is looking for Log-Admin Base Manager, based in Mosul. He/she will be involved in the functioning of Mosul base, follow up and support to programs.

SI is looking for an emergency-focused, proactive and intuitive collaborator able to Manage the administrative / logistics activities and team; Ensure the logistics process and procedures as per SI regulations; Ensure the admin process and procedures as per SI regulations; Training for logistics and admin team; Ensure purchase and timely supplies for program and office needs; Participate in the security and access strategy of the mission; Ensure a smooth and efficient HR follow up

 

 Responsibilities and main activities:

Reporting to the Field Coordinator, the Log-Admin Manager will directly manage a 1 logistic assistant; 1 admin assistant; 1 log admin officer; 1 Security/Liaison assistant (hierarchical link); 1 purchaser; 5 watchmen; 6 drivers (3 HR contracts, 3 service contracts); 1 admin assistant (hierarchical link); 1 cleaner

  • Specific challenges :
    • 2 new area of intervention: Mohalabiyah area and Nimrod Camp
    • Need to ensure/reinforce the good implementation of SI logistic procedures on the mission
    • Access challenges for staffs and goods transportation on the field
    • Access negotiations and security procedures definition/implementation for new areas
    • Coordination of the movement according to security context (Check point mapping and close monitoring of team movement inside and outside city)
    • Working within a limited set up due to the low financial visibility 9recruitment of log Coo under process)
    • Be able to liaise directly with HQ for log and admin reporting
  • Priorities for the 2/3 first months
    • Logistic support for the 2 new projects in camps and out of camps
    • Access strategy and security procedures implementation in new areas
    • Training national staff to SI tools (follow up…)
    • Contribution to update Iraq CO set up and processes according to SI internal audit

YOUR PROFILE

 

  • Education and experience
  • Previous experience as Logistician Manager;
  • Experience in mission with SI, is an asset;
  • Experience in intensed context in terms of security;
  • Experience in semi-remote management is an asset.
  • Knowledge and technical skills
  • Good organizational, planning and capacity building skills
  • English written and spoken/Arabic is an asset
  • Knowledge of SI logistic procedures
  • Capacity to define base logistic sizing (operational and security aspects)
  • Access strategy definition
  • Security procedures in volatile context definition/implementation
  • Experience in delivering training and capacity building of staff;
  • Experience in Middle East countries appreciated;
  • Transferable skills

SI WILL OFFER YOU

 

A salaried post:
According to experience, starting from 1980 euros gross per month (1800€ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem rate of 750 USD a month. SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: 
During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

LIVING CONDITIONS AND CONSTRAINTS RELATED TO SECURITY :

 

Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks, including the risk of car accidents, robbery/theft and sexual harassment (in particular from taxi drivers to female expats). The major risks currently are from ‘wrong time, wrong place’ incidents, such as small arms fire resulting from personal disputes. There is no curfew in Erbil.

Security in Mosul city is volatile, but relatively stable day-to-day and is a permissible operating environment for NGOs. This security situation can deteriorate rapidly within the city so strong security processes remain in place and the context is constantly monitored. There is a large presence of armed actors who control different areas (various PMU factions, Iraqi Army, Police etc) which remains a risk for power struggles and security incidents. There are occasional VBIED incidents within Mosul city with no confirmed authorship, criminal activities such as burglary, homicide, and police search and arrest operations (often related to suspicions of IS-affiliation) take place across the city daily. NGOs have not been targeted in the last few years and are not often caught in these incidents for being in the wrong place at the wrong time. Mosul-based expats typically stay from Sunday to Thursday afternoon and return to Erbil for the weekend. There must be at least two expats staying overnight – a single expat cannot stay alone in Mosul. The office/guest house is one large and well maintained building, and has 24/7 guards and a standby car with driver during expats presence at base.

For the office/guesthouse in Mosul there are strict security procedures in place (curfew, no movements at night, no restaurants), though the situation is improving and once SI is registered it may be possible to review some of these rules. Movement takes place by car to the local food shops and it is possible to get take-away food (pizza, falafel, chicken). The office is comfortable and well maintained with individual rooms which are assigned to each expat, and a room for visitors. The wifi and electricity is generally stable.
