ABOUT THE MISSION IN SYRIA…

 

SI has been working in Syria since 2012 and currently has strong coverage for WASH, FSL and NFI programs across North West (NWS) and North East Syria (NES). The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations. Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.

The mission has expanded through a major consortium with 4 partners led by SI, which started in October 2018. The LEARN consortium funded by OFDA ( Linking Assistance and Relief in Northeast Syria ) will support equitable and safe access to essential basic services including WASH, Shelter and Health, for the most vulnerable populations affected by conflict and displacement in Northeast Syria. As a result, the operational volume has been growing extensively, so as the overall structure.

The SI Syria mission counts about 340 national staff, more than 60 expatriates, and has a 20 million USD budget forecasted for 2019.

 

ABOUT THE JOB

 

SI is looking for a WASH Working Group Coordinator, based in Northeast Syria (NES).

Considering the absence of UN agencies and thus of a Cluster system in NES, the area is experimenting a unique inter-partner coordination mechanism steered by INGOs, within the Whole of Syria UN-led coordination system. SI is leading the WASH Working Group.

Placed under the supervision of the Deputy Country Director for Programs, the WWG Coordinator will supervise two Deputies and one Information Manager. It must nevertheless be noted that the position holder will be accountable to WASH partners in NES and the Whole of Syria WASH Cluster; he/she will not be directly involved in the delivery of SI projects.

 

General objectives:

 

The purpose of this position is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by WASH actors in NES.

 

Specific stakes and challenges:

 

– Keep a comprehensive inclusion of key partners with specific attention to local actors, NGOs, UN agencies based in NES, national/local authorities, state institutions, local civil society and stabilization actors;

– Necessity to maintain appropriate attention to priority cross-cutting issues such as Protection, Age, Gender, Disability and Environment in the WASH response in Northeast Syria

 

Priorities for the 2/3 first months:

 

– Lead planning and strategy development including an active leadership on the Humanitarian Needs Overview and Humanitarian Response Plan definition for Northeast Syria;

– Continue training and capacity building in collaboration with the Whole of Syria Sector Coordinators and relevant technical leads in the sector to facilitate technical training and capacity building

– Ensure and adapted information management monitoring in collaboration with the WoS and NES NGO Forum Information Management functions to maintain 4Ws planning, reporting and information sharing as required

 

YOUR PROFILE

 

Diploma/education:

  • A technical qualification in an area related to WASH is required, unless solid proven experience in WASH Project management.
  • A degree related to International Relations and/or Project Management would be an advantage

Experience:

  • At least 3 years of relevant experience in project coordination of WASH humanitarian response including water distribution, construction and rehabilitation of WASH facilities, waste management and hygiene promotion.
  • Previous experience in Cluster coordination would be ideal.

 

Technical skills and knowledge:

  • Demonstrate personal and professional integrity in all interactions;
  • Be able to work with diverse stakeholders to develop consensus;
  • Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform;
  • Understanding of humanitarian funding mechanisms (HPF, CERF, CHF and Flash Appeals processes);
  • Strong command of humanitarian principles and how to apply these;
  • Ability to develop a cluster strategy and to clarify complex strategies for operational implementation;
  • Understand the links between emergency response, recovery, and the transition to development/stabilization;
  • Handling insecure environments;
  • Strong level of autonomy

 

Soft skills and spirit:

  • Excellent communication and representation skills.
  • Excellent abilities to coordinate with people of backgrounds & organizational cultures.

 

Languages:

  • Fluent English with excellent writing capacities is mandatory
  • Arabic or Kurdish will be an asset

 

SI WILL OFFER YOU

 

A salaried position: 4000 euros gross per month (including 10% annual leave allowance paid monthly), regardless of experience, a monthly per diem of 700 USD a month. Please note that salary is not negotiable with SI.

 

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI).

To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

 

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

[LIVING CONDITIONS : ]

Accommodation will be in the SI guesthouse, which is spacious and comfortable. In the specific area where the position is located, security situation is stable (no curfew), with possibilities to socialize due to the presence of other INGOs.

Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.

The highly volatile context as well conduct the program department to design and implement activities with a strong focus on access and acceptance.
