ABOUT THE MISSION …
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. With the support of the Emergency DESK, SI mission was able to quickly acquire operational capacity, which was first deployed in Lahj Governorate, for implementation of WASH and Food Security Programming. Over the course of 2018, SI expanded the geographical scope of its intervention, and established presence in Al Turbah and Al Mokha in Taizz Governorate. With the opening of Al Mokha base late 2018, SI was one of the first humanitarian actors to start operations on the “West Coast”, which are now covering the southern districts of Hodeidah Governorate, close to one of the main frontlines of the conflict. In Al Turbah, SI is now looking at expanding its programming to recovery-type of projects, as well as its outreach to the city of Taizz, which after Hodeidah has been the second main frontline of the war. For the year 2019/20; the mission has a forecasted budget of about 8M Euros. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha. The mission is currently composed of 15 expatriates and about 100 national staffs and is funded by OFDA, CDC, YHPF, DutchMoFA and ECHO. SI Programming in Yemen focuses on addressing immediate food needs of communities at risk of famine, as well as providing timely response to displacements of population and AWD/Cholera outbreaks. Its portfolio is primarily composed of WASH Emergency projects, along with unconditional cash distribution. Strategic and institutional priorities for the mission in 2019/20 is to strengthen its Emergency Response capacity, and develop operational capacity in Taizz city. In parallel, and where feasible, SI is looking at implementing recovery-type of programming.
ABOUT THE JOB
General objective: The Country Director is the Solidarités International official representative in a country. S/He is in charge of the smooth running of the mission. S/He proposes mission strategy, according to the geopolitical and humanitarian context, and ensures its implementation once it has been validated. S/He monitors projects, ensuring that they are progressing in accordance with the Solidarités International charter and complying with internal and contractual procedures. S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources. S/He coordinates the teams in place and ensures their security on the mission. S/He is the direct liaison for Solidarités International HQ. Responsibilities and main activities: The Country Director will lead a foreseen team of 20 expatriates’ staff in different bases and 100 national staff. Under its direct line management, the CD has 3 Field Coordinators, 1 Logistics Coordinator, 1 Admin Coordinator, 1 HR Coordinator, and 1 Deputy Country Director – Programs (position to be confirmed, pending on funding).
Specific Stake and Challenges : Opened in 2017, Yemen mission remains quite young, with associated challenges in terms of national staff capacity, expatriate recruitment and retention, and capitalization (the mission has been experiencing a lot of turnover amongst expatriates, and several gaps in key management positions). While a lot of work has been done to structure the mission, and strengthen local capacities (a Capacity Building Officer has been sent on the mission, and an HR Coordinator is under recruitment), enforcement of established roles and responsibilities, as well as of SI standard procedures, remains a continuous effort. Because the mission is young, turnover high, while the environment is very volatile, respect of security procedures must be constantly monitored. Priorities for the 2/3 first months :

LIVING CONDITIONS
The Country Director is responsible of the security for the entire mission, with the support of the Logistic Coordinator, and assisted by the Humanitarian Access and Security Officer. Aden The situation in terms of security remains tense in Aden and its surrounding Lahj governorate, due to the proximity of the frontline, the political unrest and the presence of armed opposition groups such as IS and AQAP. Main identified threats for Aden are crossfire (wrong location at the wrong moment), kidnapping or hostage taking (even though there is no proven history of kidnapping of expatriates in recent period), crowd mob and road accidents.
Al Turbah Ash Shamaytayn district, Taizz governorate, is currently divided into two parts by the war frontline with the northern part under the control of the Houtis and the southern part under the control of the government and the so called popular forces. Al-Turbah city remains out of reach of pro-Houthi fighters, the nearest frontline at Hifan is at 25 km, however there is no easy road access due to the mountains. SI access Taizz city (700 000 people) from Al Turbah. Al Mokha The Saudi Led Coalition and the Yemeni west coast forces liberated Al Mokha city in February 2017. Displacement of population occurred in December 2017 with the liberation of Al Khokha (100 km north of Al Mokha) and the heavy fighting in Hays in February 2018. The overall situation remains relatively calm in coastal areas of Al Mokha and Dhubab districts as they are not anymore close from the frontline. From Al Mokha, SI intervene in Khawkha, Hays, Tuhayta, Mawza and Ad Durayhimi districts, close to the frontline. Recent ceasefire ease the access, despite multiple violations. The situation can change very quickly and access decrease, but SI developed a strong network which ease intervention in difficult situation. However there are some risks of landmines in some areas. The city is controlled by the Security Belt – southern forces backed by the Emiratis. All shops are open and people carrying out business as usual. Currently, there are 37 road checkpoints between Aden and Mokha cities.
