ABOUT THE MISSION …
SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflict. SI currently has a coordination base in Yangon, with field bases in the Rakkhine and Kachin States. In 2018, 17 international staff and 265 national staff are working within SI to implement 16 contracts (on-going or finished) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, Mairie de Paris (MDP), Centre de Crise (CDC), OCHA and UNICEF. SI has 2 regional operational bases in Myanmar (with 2 Field Coordinators): – In Rakhine State – Sittwe regional base with three areas of intervention in Pauktaw, Rathedaung and Sittwe Townships. Sittwe regional base is composed of 203 national staffs and 7 expatriates. – In Kachin State – Bhamo regional base with 2 sub-bases in Lwegel and Myitkyina. Bhamo regional base is composed of 36 national staffs and 3 expatriates.
ABOUT THE JOB
The Program Manager (PM) is responsible for implementing and achieving the objectives defined in the operation proposals in IDPs camps and affected surrounding village in Pauktaw Township. (S)he is responsible for overseeing operational teams assigned to the program. (S)he guarantees the good performance and the quality of the implemented activities, and, where appropriate, proposes adjustments or developments to ensure relevance. (S)he is responsible for Communication with Camp Management/leaders (S)he might be required to support for emergency interventions in any other township.

THE MAIN CHALLENGES OF THE POSITION ARE: This position is based in Bhamo where the security and safety are not a concern, with frequent travel to Lwedgel at China’s border. Ideally, the position would require to be based 50% of the time in Lwedgel but this will depend to monthly TA requests (Travel Authorizations) that are mandatory for foreigners. The position of WaSH PM was a national staff position since July 2018. Due to the difficulties to recruit in the country, SI decided to open internationally. The WaSH PM manages 1 Activity Manager who is managing 3 supervisors: 2 WatSan and 1 HP. The general English level is low and the WaSH AM position is a key one to make the link with the team.

A salaried post: according to experience from 1980 euros gross per month, (1800€ + 10% annual leave allowance paid monthly) and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

LIVING AND SECURITY CONDITIONS : Bhamo is a secondary low-key town in Kachin State in Northern Myanmar, located 186km south of the capital city of Kachin State (Myitkyina). Kachin is mostly Christian (60% Catholic / 40% Baptist). Bhamo is the administrative center of Bhamo District, which has four townships: Bhamo, Shwegu, Momauk and Mansi. The town is calm and relatively pleasant but due to security reasons expatriates are not authorized to go further out of the township border. From Yangon, it takes a 3-hour flight to get to Bhamo, through Mandalay. To visit Kachin, foreigners must have a valid travel authorization (or TA) which is arranged by the coordination and takes around 1 month to process. The security situation in Kachin is very volatile, nevertheless no major fights has been observed in the last 6 months. Expatriates are not targeted in Kachin and are not allowed to go outside Bhamo without the authorization of the local authorities. In Bhamo, expatriates are well accepted and there are no security threats. Families can visit expatriates in Bhamo.
SI has a comfortable guesthouse for expats with 5 rooms, 2 bathrooms, a large kitchen, and big communal areas and terraces. The guesthouse is equipped with basic furniture (beds, tables, cupboards, hot water…) and mosquito nets, bed linen, towels and fans. A cook can prepare dinner upon request. The office is situated 10 minutes by bike from the guesthouse. Expatriates move independently by bike or on foot (a car is available to travel to the camps).
In Bhamo, there are limited expatriates community, Bhamo social/night life is calm, most of bars and restaurants are closing around 9:30 PM. A lot of local restaurants/bars, shops and a big market are available and there is also a local gym and jogging is possible. Easy and pleasant SI team, but interacting with the locals can be difficult as most people do not speak English. Exceptionally and upon validation of the FC/HoM, it is possible to request spending the weekend in Yangon. Expats usually bring expat foods from Yangon where it is easily accessible
