ABOUT THE MISSION …

 

SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflict.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. In 2018, 17 international staff and 265 national staff are working within SI to implement 16 contracts (on-going or finished) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, Mairie de Paris (MDP), Centre de Crise (CDC), OCHA and UNICEF.

SI has 2 regional operational bases in Myanmar (with 2 Field Coordinators):

  • In Rakhine State – Sittwe regional base with three areas of intervention in Pauktaw, Rathedaung and Sittwe Townships. Sittwe regional base is composed of 280 national staffs and 9 expatriates.
  • In Kachin State – Bhamo regional base with 2 sub-bases in Lwegel and Myitkyina. Bhamo regional base is composed of 36 national staffs and 3 expatriates.

 

ABOUT THE JOB

 

Within the Myanmar mission and under the supervision of the Deputy Country Director, the Mission MEAL Manager supports the Deputy Country Director to ensure that the MEAL strategy of the mission is implemented by the mission staffs. He/she:

  • Contributes to the centralization and harmonization of MEAL tools and processes on the mission
  • Provides a methodological support to all program and MEAL teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, data analysis and management, measure of indicators, complaint response mechanism, do no harm analysis etc.
  • In collaboration with the Deputy Country Director, looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…)
  • Provides support training of program and MEAL teams within his/her fields of expertise
  • Contributes to institutional knowledge building and improvement of MEAL methods and techniques

The main challenges of the position:

This position is based in Yangon where the security and safety are not a concern. However, this position will be 70% based on the field at least the first 3 months (40% in Rakhine and 30% in Kachin) to support the structuration and capacity building of the M&E teams.

 

Priorities for the 2/3 first months

  • S/he will revise the Mission MEAL Framework;
  • S/he will finalize the revision of the two WASH Dashboards and sub databases;
  • S/he will travel to the field (70% of the time) to supervise the external consultancy on Mobile Data Collection and Information Management System, and ensure the smooth rolling out of revised monitoring tools and data collection software at base level, including training to dedicated team;
  • S/he will improve the current accountability system by revising processes & tools (including SOP), ensuring that internal and contractual accountability indicators are included in monitoring system (setup frequency of data collection and reporting, develop internal satisfactory survey), and building the capacity of both MEAL and Program teams on accountability

 

YOUR PROFILE

 

Education: Master’s degree is in related field.

 

Experience:

  • Minimum of 2 years of relevant international MEAL experience in emergency or humanitarian contexts;
  • Proven experience in building the capacity of field team;
  • Previous experience in remote control and/or with implementing partners is an asset;
  • Previous experience in WASH and FSL sectors is an asset;
  • Previous experience with SI is an asset.

 

Technical skill and competence:

  • Extensive knowledge of MEAL processes and tools, including Mobile Data collection/survey coding on Excel and related data management softwares (e.g Kobo, ODK, Power BI);
  • An ability to analyze information quickly and accurately;
  • Confident and proficient in the use of MS Office, with extensive Excel knowledge;
  • Fluent in English, with excellent report writing skills;

 

Personal quality:

  • Ability to take decisions and work in autonomy is essential;
  • The candidate must display diplomatic and smooth leadership skills;
  • An understanding of and commitment to SI’s mission and values.

 

SI WILL OFFER YOU

 

A salaried post: according to experience from 1980 euros gross per month (1800 base salary + 10% annual leave).

 

Per Diem: 500 USD / month.

 

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Living conditions

Security is considered very good in Yangon and in most parts of Myanmar. No restrictions for circulation or curfew are in place in Yangon but travel authorizations (TA) must be obtained for travelling to other sites, and to SI main field bases.

The guesthouses, in Yangon and on field bases are equipped with basic but comfortable furniture.

In Yangon and Sittwe are concentered the majority of NGO actives in Myanmar and there are many opportunities of social life and free-time activities; Bhamo is a more isolated context but offer some opportunity of free-time activities into the town and around.
