ABOUT THE MISSION …

 

SOLIDARITES INTERNATIONAL (SI) opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI supports displaced people and affected communities immediately after a disaster through the distribution of various kits, cash for work, emergency access to safe drinking water) and in the early recovery phase by livelihood activities, reconstruction of dwellings, etc.  SI’s programs build the communities resilience towards future hazard events, this includes how to evacuate people and possessions as soon as possible, how to protect villages and fields by building small-scale infrastructures (dykes, causeways), and how to incorporate adaptive coping strategies for farmers by establishing agricultural practices and livelihoods that are less vulnerable to natural disasters.  Furthermore, SI’s 2019 strategy has three pronged approach focusing on:

  • Strengthening Communities through Resilience and Basic Services;
  • Strengthening Communities ability to Access Resources;
  • Reducing Marginalization through Inclusive Programming;

 

ABOUT THE JOB

 

The Logistics Deputy Field Coordinator (LDFC) supports the Field Coordinator for the implementation and supervision of all mission logistics activities. He/she participates to the follow up of the equipment of the mission: supply, vehicles, communication and IT. He/she will in particular give full support to the completion of urgent tasks, filing and archiving of logistical documents. He/she ensures the capitalization of all information’s linked to sales process and shipment (price lists and supplier files, customs clearance…). He/she ensures that stocks of the different bases  are correctly managed and consolidate the monthly inventories. He/she is in charge or assists with logistical training in accordance with SI procedures. He/she takes on the functions of the Administrative Deputy Field Coordinator in case of absence. He/she will also Ensure basic temporary replacement of the logistics coordinator or Logistics Manager in case of absence.

The mains responsibilities are:

  • Supervision of order handling for the mission and the implementation of the sales process
  • Monitoring shipments

  • Security
  • Human Resources management
  • Reporting / Capitalisation

 

MAIN CHALLENGES FOR THIS POSITION

The LDFC will be deployed as responsible of all logistic department on the big base of Teknaf, counting more than 200 staffs, a big logistic team, multiple grants for around 6.000.000 Euros, big challenges in supply chain, stocks and equipment management.

We are looking for someone very experienced in managing complex logistics duties on big workload volume, at base or mission level. Someone who has solid technical skills and with strong organizational skills, able to delegate and support efficiently his/her team and to build up and maintain the smoothest collaboration with other departments and with the coordination level, into the mission.   

 

  • Strengthening of the supply chain management and rationalization of office and GH premises as per needs.
  • Reinforce communication between the others departments and logistics, and within the Logistics teams (responsibilities to better define)
  • Ensure that appropriate support and capacity building is brought to the teams under his/her supervision.
  • Large size of operations (with around 200 base staff), including emergency projects having tight implementation timeframes, requiring good decision-making capacities and capacity to work under pressure
  • Wide range of donors grants, requiring good attention to details and organization capacities.
  • Complex context, which requires strong analytical and diplomatic skills

 

Priorities for the 2/3 first months

  • Facilitate the good coordination within support departments and between Logistics departments and programs, establishing clear timeframes and guidelines for the different processes in order to enable the smooth achievement of projects’ objectives.
  • Ensure the monitoring of procurement tools and inform bases of the development of the handling of their purchase orders.
  • Oversee the implementation of purchases ensuring compliance with rules and procedures and inform the Logistics Coordinator and Field Coordinator in case of problems or delays.
  • Ensure clear roles and responsibilities and capacity building of support service departments, while identifying potential gaps and structural space for improvement, further supporting in the development of an effective organizational structure for the support departments depending on needs, available resources and objectives.

 

YOUR PROFILE

 

Education: Bachelor degree in logistics management, Bioforce or equivalent.

Experience:

  • Minimum of 3 years of international experience in a humanitarian or development NGO in logistics sector;
  • Previous experience as Base Logistic Manager, Deputy Logistic Coordinator or similar position, handling big workload volume on base or mission level.
  • Previous experience with Solidarités International are strongly appreciated
  • Proven experiences, achievements and a consolidated approach in team management
  • Exceptional organizational and coordination skills;
  • Excellent capacity building and staff follow up skills;
  • Experience and reliability in handling budgets and logistics procedures;
  • Experience in project cycle management, with focus on logistic.

 

Technical skills and knowledge:

Knowledge in logistics, skills in supply chain, stocks and equipment management, distribution, electricity, IT, construction, mechanics, fleet management.

 

Transferable skills:

  • Ability to take decisions and work in autonomy is essential;
  • Strong diplomatic and smooth leadership skills is essential;
  • Skills in creating and developing a good working environment and team cohesion in and out logistic department.
  • Strong negotiation skills essential with experience in conflict resolution desirable;
  • Organization, rigor and ability to meet deadlines
  • An understanding of and commitment to SI’s mission and values
  • Ability to work in multi-cultural environment;
  • Ability to work under pressure;
  • Previous experience in Bangladesh is an added value.
  • Excellent management skills, mainly in capacity building

 

Languages: excellent English, written and spoken is essential

 

SI WILL OFFER YOU

 

A salaried post: according to experience from 2200 euros gross per month, plus 10% annual leave allowance paid monthly.

 

Per Diem of 450 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

LIVING CONDITION:

Teknaf is a fisherman town counting more than 150,000 inhabitants and offering minimum services (local restaurants, local shops…) and nice beaches. It is located 2 hours from Cox’s Bazar city.

In Teknaf, expatriates are accommodated in a big new Guest House with minimum standard of living (individual bedroom and bathroom, electricity through generator, running water, cook and cleaner, internet through usb stick). The Guest House is close to the Office.

In Teknaf, expatriates can enjoy some time at the beach or in the market during week end. They also have the possibility to go to Cox’s Bazar city during weekends where they will find more social opportunities, in terms of wide range of restaurants, touristic attractions and a large expatrites community.

No remarkable security concerns.
