ABOUT THE MISSION …

 

The SI mission in Iraq opened in February 2017 with a focus on the Mosul response. The mission is relatively small with one base in the capital Erbil (7-8 expatriates and approx. 8 national staff) and a field base in Mosul (3 expats and approx. 20 national staff). SI’s work in 2018 focused in the centre of Mosul, working on water network rehabilitation in west Mosul. In 2019 SI began work outside of Mosul city, expanding into wider Mosul District in Muhallabiyah and Hamdaniyah (Nimrud Camp).

The mission will keep an emergency WASH component through the team’s work in Nimrud camp, and will explore new areas of intervention in 2019/2020. SI are well recognized for their contribution to the WASH sector in Iraq and this will remain in 2019/2020, alongside a strategy to diversify SI programmes by entering the Food Security and Livelihood sector.

 

SI is currently the lead of two OCHA IHF-funded WASH consortia in Iraq; the WASH Consortium for In-Camp Interventions (WCICI) and the WASH Out of Camp Consortium (WOCC). Under these consortia SI also delivers two projects as a partner:

6 months WASH project in Nimrud Camp, Ninewa: one camp targeted by SI (3000 individuals); the provision of water trucking, desludging, garbage collection, hygiene promotion and kit distribution and the refurbishment of sanitation blocks and cesspits.

6 months WASH project in Muhallabiyah, Ninewa (rural context), providing water trucking to areas which are not connected to the water network and connecting households who are in the area of a water network but who are not yet connected to the network.

It is expected that SI will continue as the WASH actor in Nimrud camp beyond the end of this project and new funding is in the process of being identified

 

JOB DESCRIPTION

 

ABOUT THE JOB:

The Field Coordinator is usually considered as a small Head of Mission. This is particularly true for this mission, as the Field Coordinator will be central in supervising the organization’s response to the Mosul crisis, with responsibilities such as:

 

  • Contributes to a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated
  • Ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
  • Contributes to mobilize the material and financial resources necessary for programs to run smoothly, and supervises resource management
  • Coordinates the teams in place and is responsible for their security in his/her assigned zone

 

PRIORITIES FOR THE FIRST MONTHS :

  • Support security analysis of the intervention area and update base-level security guidelines
  • Oversee end of the two live projects, ensuring that project end processes and reporting is complete
  • Capacity building of Admin and log team
  • Support response strategy development in Ninewa for 2020

 

THE MAIN CHALLENGES OF THE POSITION ARE:

 

  • Maintain contextual and security analysis in Mosul
  • Maintain strong relation with local authorities, other NGOs, UN agencies and other local actors
  • Oversee base-level access negotiations and mapping of security actors
  • Oversee all aspects of base management; logistics, administration, programme etc.
  • If needed, implement semi- remote management processes (due to security restrictions or no access to Mosul)
  • Support the launch of new projects and/or new teams
  • Supports assessments in the region with emphasis on Ninewa

 

RESPONSIBILITIES:

The Field Coordinator:

  • Proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated:
  • Ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
  • Support security analysis of the intervention area and elaborate with support of the HoM specific security guidelines
  • Mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management
  • Coordinates the teams in place and is responsible for their security in his/her assigned zone

 

MANAGEMENT

In Mosul , the Filed Coordinator will be managing directly the Log-Admin Base Manager, the PM Wash, one admin assistant and Security/Liaison assistant

 

YOUR PROFILE

 

  • At least one year of experience in a similar position;
  • Strong security management profile, ideally in the Middle East;
  • Sensibility with support functions, notably logistics;
  • Previous experience in base opening;

SPECIFIC REQUIRED SKILLS :

  • Knowledge of SI procedures
  • Security analysis and implementation and stakeholder relationship (armed and local authorities)
  • Logistic and administrative tasks management (focus primarily on Logistic)
  • Strong representation and coordination skills
  • Capacity building skills
  • Management, organization and planning skills
  • English spoken/written; Arabic is an asset
  • Patience and support stressful environment;
  • Adaptive to fast changing environment and able to deal with daily changing priorities

 

SI WILL OFFER YOU

 

  • A salaried post:
    According to experience, starting from 2420 euros gross per month (2200 base salary + 10% annual leave allowance paid monthly)
    + top up per year of humanitarian experience at the same position and year of experience  at a humanitarian position which has helped to reach the current level
    and a monthly Per Diem of 750 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

  • Vacation:
    During the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
  • Social and medical cover:
    Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

SECURITY AND LIVING CONDITIONS :

  • Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks. There is no curfew in Erbil.
  • Security in Mosul city is volatile, but relatively stable day-to-day and is a permissible operating environment for NGOs. This security situation can deteriorate rapidly within the city so strong security processes remain in place and the context is constantly monitored.
  • The two project sites; Nimrud Camp and Muhallabiyah; are outside of Mosul city. Day-to-day these locations are permissible, but IS is suspected to operate in areas to the west of Mosul, so precautions are in place to reduce the likelihood of being caught in an incident. Operating in an IDP camp in Iraq also presents risks as search and arrest operations take place within camps related to suspicions of IS-affiliation.
  • Mosul-based expats typically stay from Sunday to Thursday afternoon and return to Erbil for the weekend. There must be at least two expats staying overnight – a single expat cannot stay alone in Mosul. The office/guest house is one large and well maintained building, and has 24/7 guards and a standby car with driver during expats presence at base.
