As part of the implementation of its program in Burkina Faso, SNV is looking for a Deputy Director / Agriculture Sector Leader, based in Ouagadougou with missions in Burkina Faso and outside Burkina Faso.

Summary description:
The Deputy Director / Agriculture Sector Leader is responsible for the management of the entire agriculture program. May serve as Acting Country Director in the absence of the Country Director.
She/He steers SNV agriculture sector program development and quality of practice at country level, in line with the global sector strategy and in consultation with the Country Director, and the Country Management Team.
She/He reports hierarchically to the Country Director, supervises Project Managers and all sector related staff.
Responsibilities:
Strategic Leadership: develop country level Agriculture strategy aligned to corporate Agriculture sector strategic frameworks;
Representation: build and expand relationships with donors and other partners
Program Management: support project managers to ensure effective planning and monitoring, quality implementation, financial management, and donor reporting; promote cross-sectoral learning
Business Development: develop proposals and secure funding for innovative agriculture programs, including those focused on youth employment; as needed, may also support business development for renewable energy and WASH sectors
People Management: lead, manage, and coach project managers, advisors, and consultants;
Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of agricultural programs in line with SNV’s internal frameworks;
Representation & Promotion: develop and maintain relationships with stakeholders. Represent SNV and actively participate in external and internal networks and events;
Qualifications
Master’s degree in agriculture related discipline (or equivalent).
Minimum 10 years relevant experience in the design and management of agriculture projects in Burkina Faso and multiple country context.
Experience in pastoralism, agro-pastoral value chains, market-based approaches, climate smart agriculture;
Experience in systems change, good governance practices, and approaches dealing with gender-sensitive, social inclusion and empowerment principles;
Experience with project planning, monitoring, evaluation, reporting and financial management, including conflict sensitive project management and working in regions with high insecurity;
Proven track record in program design, proposal writing, business development and resource mobilization; international donor relationship management;
Excellent manager and leader, providing clear direction and guidance to a group of people and encourage cooperation among team members to achieve a goal;
Self-motivated with excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills.
Excellent communication, reporting and presentation skills in French and English (SNV corporate language).
