QUE FAISONS NOUS…

 

The SI mission has been opened in February 2017, with emphasis on the Mosul response. The mission in composed of one Coordination in Erbil (6 expatriates and 8 national staff) and one operational base in Mosul (1 expatriate and 23 national staff). Regarding the evolution of the context, the mission will aim at keeping an early recovery WaSH component with ongoing research for development of new areas in line with the shift of context that entail wave of return movements to newly secured area. Simultaneously, as some camp will remain at less until 2020, being a key actor in wash in camps is a process already launched through the consortia.

DESCRIPTIF DU POSTE

 

General objectives

SI is looking for an emergency-focused, proactive CBI program manager in charge of implementing and achieving the objectives defined in the proposal.

He/she is in charge of supervising the operational teams allocated to his/her program.

He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.

 

Specific stakes and challenges

  • No wash / prog / FSL coordinator, gap filed by the CD
  • Prepare the monthly and the final report of the 2 projects (in and out of camps)
  • Contribute to the writing of the next projects
  • Possibly involved in evaluation in new areas
  • Possibility of remote management depending of the security context and access to Mosul (currently impossible without visa)

 

Priorities for the first months:

  • Understanding of Mosul city environment and on going dynamic
  • Recruitment of the CBI team
  • Establishing efficient contact with the Community Resources Centers (CRC) involved, for SI, in the identification of beneficiaries
  • Train the CBI team
  • Re-evaluate the pertinence of the approach proposed to Echo
  • Identification of the contractor in charge of the mobile money transfer
  • Implement activities

  • 1 team leader
  • 3 CBI officers

 

VOTRE PROFIL

 

  • Strong CBI technical background or proven experience in WaSH programme management
  • Previous professional experience in a similar position is mandatory
  • Previous experience with Solidarites International is a plus
  • Proven Experience in team management and in training, capacity building
  • Previous experience in an emergency and volatile context
  • Previous experience in the Middle East would be an asset
  • Previous experience with humanitarian INGO as a Program Manager is required
  • Organization and planning skills
  • Strong and good management skills
  • Patience and support stressful environment

SI VOUS OFFRIRA LES CONDITIONS SUIVANTES

 

A SALARIED POSITION: starting from 1980 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

 

VACATION: During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI). To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

 

SOCIAL AND MEDICAL COVER: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

SECURITY AND LIVING CONDITIONS

Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks, including the risk of car accidents, robbery/theft and sexual harassment (in particular from taxi drivers to female expats). The major risks currently are from ‘wrong time, wrong place’ incidents, such as small arms fire resulting from personal disputes. There is no curfew in Erbil.

 

Security in Mosul city is volatile, but relatively stable day-to-day and is a permissible operating environment for NGOs. This security situation can deteriorate rapidly within the city so strong security processes remain in place and the context is constantly monitored. There is a large presence of armed actors who control different areas (various PMF – Popular Mobilization forces-  factions, Iraqi Army, Police etc) which remains a risk for power struggles and security incidents. There are occasional VBIED incidents within Mosul city with no confirmed authorship, criminal activities such as burglary, homicide, and police search and arrest operations (often related to suspicions of IS-affiliation) take place across the city daily. NGOs have not been targeted in the last few years and are not often caught in these incidents for being in the wrong place at the wrong time.

 

KEY INFORMATION ABOUT LIVING CONDITIONS

There are good living conditions in Erbil: individual rooms in one of two fully equipped guest houses. There is a separate office about 10 minutes walk from the guesthouses. It is possible to walk around the neighborhood and there are many shops and restaurants, and some bars and restaurants which sell alcohol. There are parks in the city where you can walk or go running, and many malls and shops which sell a very large variety of goods. Expats can face street or taxi driver harassment, in particular female expat staff. It is recommended that expats do not walk alone late at night or take unknown taxis on their own.

For the office/guesthouse in Mosul there are strict security procedures in place (curfew, no movements at night, no restaurants), though the situation is improving, especially since the registration. Improvement of daily life and possibility to go outside are currently under evaluation. The office is comfortable and well maintained with individual rooms which are assigned to each expat, and a room for visitors. The wifi and electricity is generally stable.
