ABOUT THE MISSION

Solidarités International’s mission in Lebanon is articulated around 2 bases: Zahle (East) and Tripoli (North, with a subbase in Akkar). The Coordination team is based in Beirut. Following the Aug. 4 Beirut blast, the Coordination team expanded to include an operational component with a team dedicated to the response in Beirut. If new projects are signed in 2021 for Beirut urban area, a field base in Beirut might be opened.

The expatriate team consists of 16 staff members, while the national team represents circa 150 staff members. The team is expected to grow up to 185 staffs in 2021 (20 expatriates, 155 nationals)

The mission’s overall budget reached 13M USD in 2020. Tripoli base counted for 60% of this amount, while Zahle accounted for the remaining 40%. It is expected to grow in 2021 with a forecasted budget volume of roughly 16 M Euros and 11/13 projects in management.

Key programs/areas of intervention for the mission are the following:

  • Emergency WASH service provision in informal settlements (UNICEF funding)
  • Integrated Shelter For Protection and Health (BPRM Funding)
  • Integrated Multi-Hazard Risk Management (AFD Funding)
  • Water & Wastewater Prog. for Host & Refugee Communities (EU MADAD Funding)
  • Shelter/WASH for Protection response to Refugees (ECHO funding – North only)
  • Mapping of informal settlements (MEDAIR / UNHCR – North only)
  • CAMEALEON (with NRC and Oxfam) third-party monitoring of the WFP Multi-Purpose Cash Assistance Program

ABOUT THE DISASTER RISK MANAGEMENT PROJECT: 

The DRM project is funded by AFD for 4 years starting on June 1st 2020 and the total budget of the project is 12,0000,000 Euros. The project is implemented in 2 areas (Akkar and Bekaa) in consortium with the Lebanese Red Cross (LRC) and French Red Cross (FRC). SI is leading the consortium.

Based on the complementarity of SI, LRC and FRC, this project will contribute to address specific identified gaps and needs in the sector of DRM via the implementation and documentation of a DRM pilot approach aiming at:

  • Supporting the DRM Unit (directly under the Prime Minister Office) and CNRS in reinforcing the DRM national strategy and plans.
  • Enhancing at municipal and governorate level the integration of the LRC within the national and local prevention, preparedness and response plans and mechanisms.

Lebanese Red Cross is implementing a complete multi-hazard Community Based Disaster Risk Management methodology (risk assessment to community response plan, through engagement, and trainings on preparedness, prevention and response) in Municipalities in the 2 river basins targeted.

French Red Cross is more specifically supporting DRMU and CNRS in developing an Early Warning and Early Action System in each targeted river basin.

Through the Integrated Flood Risk Management (IFRM) approach, Solidarités International is aiming at reducing the flood risk in the two targeted river basins (initial diagnosis with CNRS and implementation of mitigation measures) and will build the collaboration and coordination between the municipalities and actors involved in DRM (municipal police, water establishments, landlords, communities…).

ABOUT THE JOB

General objective:

The Disaster Risk Management (DRM) Coordinator, as technical advisor, contributes to the implementation of the AFD DRM project strategy and the wider SI DRM strategy:

  • S/he is specifically responsible for the appropriateness of DRM activities to the needs of the local populations and leads the compliance and suitability of proposed technical approaches implemented by SI DRM teams using relevant methodologies, tools and coordination
  • S/he leads the technical coordination with disaster related government offices (DRMU and CNRS in priority), relevant Ministries and other international and national organization and institutions working in Disaster Risk Management
  • S/he leads the operational monitoring of DRM programs implemented and actively participates in the simulation exercises and lessons learnt workshops in the intervention country
  • S/he contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of DRM
  • S/he leads the process of technical capitalization of the AFD DRM project and leads the improvement of Solidarités International methods and techniques in the field of DRM

Responsibilities and main activities:

The main challenges and priorities for the 2/3 first months:

  • Develop detailed ToRs of the 2 initial River Basin studies (hazard component (flood focus) river-basin diagnosis and vulnerabilities and risks study) and closely work with CNRS to ensure the quality and timely implementation of these studies
  • Develop and ensure proper follow up of the Environmental and Social Engagement Plan by all partners
  • In coordination with LRC, set-up the 2 River Basin Committees, composed of key Governorate/Municipalities/community leaders and their dynamic existence and coordination
  • Set-up and lead high level technical taskforces (develop ToRs, organize roles and responsibilities, set-up agenda, ensure constructive discussions, follow-up decisions) composed of key DRM actors throughout the project
  • Ensure the harmonization and sharing of information with partners

Management:

The position is under the management of the Deputy Country Director in charge of Programs and has a very strong relation with the AFD Consortium Coordinator.

The DRM Coordinator will functionally manage the 2 SI Program Managers in charge of implementing the DRM interventions on the field.

YOUR PROFILE

Specific skills and experience:

Education:

  • Relevant post-graduate university degree (BA) in development & humanitarian studies, DRM/DRR sciences, Environmental/climate sciences or equivalent
  • IMPACT or equivalent knowledge. Technical training in DRR, including EWEA systems, disaster preparedness for response and Community-based DRR. Technical training in climate science, contingency planning and/or financing mechanisms (Preferred)

Experience:

  • Minimum 5 years with INGOs in humanitarian sector technical level related to DRM programming, institutional preparedness capacity strengthening initiatives, emergency disaster response operations and EWEA systems
  • Previous experiences at management and/or coordination level in the area of DRM in a developing country
  • Previous experience working in a consortium structure is an asset
  • Previous relevant experience in dealing with Authorities, technical institutions and other humanitarian actors
  • Experience in the Middle East / Lebanon is an asset

Technical skills and knowledge:

  • Excellent technical skills in DRM
  • Strong Project Cycle Management skills
  • Strong coordination skills
  • Skills in supporting and training staffs

Soft skills:

  • Organized and problem-solving spirit
  • Autonomy and capacity of initiative

Languages:

  • Fully fluent English: excellent speaking, reading and writing skills
  • Arabic is a strong asset

SI WILL OFFER YOU

A salaried post:
According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2640 euros gross per month)
and a monthly Per Diem of 750 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Housing allowance can be offered according to SI package.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

As the country’s capital and one of the largest and safest cities in the Middle East, Beirut is home to many iNGOs, UN agencies, and international news networks.

Depending on the employee’s contract, SI Expats are either hosted in the Beirut guesthouse (

The Beirut guesthouse is located inside the city – Sodeco area -, at walking distance from shops, cafes and restaurants. The city hosts cinemas, gyms and reputable walking and hiking trails. Each international staff member has its own room, access to 24/7 electricity and Wi-Fi, a central heating system for the winter as well as air conditioning for summer months.

Beirut is a relatively liberal city by Western standards and no particular clothing restrictions apply, although this may vary depending on the neighbourhood.

Specific update related to context: 

While the Lebanese context is overall enjoyable for expats with freedom of movement, cultural and natural attractions and a welcoming population, the situation is deteriorating for Lebanese with the accumulation of problems. While bad governance and corruption can be the root cause of most issues, consequences are a lot more difficult to pinpoint. Additional deterioration in the economic situation (more currency devaluation, higher unemployment, social unrest…) can lead to instability up to and including generalized chaos.

This goes hand in hand with a drastic increase in vulnerabilities for host communities, which will in turn require donors and humanitarians to review some of their priorities despite the main cause of their presence – the Syrian crisis – being very far from resolved. Humanitarians will have to get creative while adapting to political volatility.

Today more than ever, Lebanon represents a concentration of complex situations over a very small geographical area; this makes it a very interesting place to work.
