 DISASTER RISK MANAGEMENT COORDINATOR – BEIRUT

Desired start date: June 2020

Duration of the mission: 12 months (renewable)

Location: Position based in Beirut

 

ABOUT THE MISSION

 

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugee and Lebanese host families also affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 12 staff members, while the national team represents about 130 staff members. Early 2020, the mission has a global budget of around 15 M USD. Tripoli base counts for 70% of this amount and Zahle base for 30%.

 

SI LEB’s program portfolio revolves around 3 main axis

  • WASH interventions in Informal settlements
  • Integrated approach (wash/shelter interventions integrated with Protection and Health activities implemented by partners)
  • Response to emergencies

 

The DRM project is funded by AFD for 4 years starting on June 1st 2020. The project is implemented in 2 areas (Akkar and Bekaa) in consortium with Lebanese Red Cross and French Red Cross. SI is leading the consortium.

ABOUT THE JOB

 

Within the Lebanon mission and under the supervision of the Deputy Country Director in charge of Operations, the DRM Coordinator will act as responsible for technical advisor of the project, contributes to the implementation and adaptation of the AFD DRM project strategy. S/he will specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of DRM activities and general SI objectives to the needs of the local populations.

As a DRM Coordinator, he/she has a focus on compliance, quality and suitability of technical approaches implemented by SI DRM teams through approaches, tools and coordination. He/she will work with Red Crosses partners to evaluate activity progress and provide technical support. He/she also plays a large role – with a significant proportion of his/her time – in facilitating smooth donor communication and submission of the proposed activities.

He/she coordinates the project cycle, and technically coordinates within the governance of the project, including leading the technical coordination for cross-partner DRM meetings, and technical taskforces meetings/workshops.

The two main foreseen challenges will be to (i) develop detailed ToRs of the 2 initial River Basin evaluations and closely work with CNRS to ensure the quality and timely implementation of these evaluations, and (ii) develop and ensure proper follow up of the Environmental and Social Engagement Plan.

 

MANAGEMENT :

The coordination team is composed of:

 

  • A Country Director
  • 1 Deputy Country Director, managing a team of technical coordinators
  • 1 DRM Consortium Coordinator
  • 1 Integrated Approach Coordinator
  • 2 Support Coordinators (logistics and administration) and their teams

 

This position has no management responsibility but will have very strong relations with the DRM Consortium coordinator at coordination level as well as the 2 SI DRM PMs in charge of implementing the DRM interventions on the field as well as with partners technical Coordinators and PMs.

YOUR PROFILE

 

EDUCATION:

  • Relevant post-graduate university degree (BA) in development & humanitarian studies, DRM/DRR sciences, Environmental/climate sciences or equivalent
  • IMPACT or equivalent knowledge. Technical training in DRR, including EWEA systems, disaster preparedness for response and Community-based DRR. Technical training in climate science, contingency planning and/or financing mechanisms (Preferred)

 

EXPERIENCE:

  • Minimum 5 years with INGOs in humanitarian sector technical level related to DRM programming, institutional preparedness capacity strengthening initiatives, emergency disaster response operations and EWEA systems
  • Previous experiences at management and/or coordination level in the area of DRM in a developing country
  • Previous experience working in a consortium structure
  • Previous relevant experience in dealing with Authorities, technical institutions and other humanitarian actors
  • Experience in the Middle East / Lebanon an asset

 

TECHNICAL SKILLS AND KNOWLEDGE:

SI WILL OFFER YOU

 

A SALARIED POSITION:starting from 2860 € gross per month (2600 € including 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

VACATION:During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by SI). To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract)

SOCIAL AND MEDICAL COVER: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

HOUSING /FAMILY PACKAGE:can be included, housing allowance; child and school allowance; insurances + flights for all the family members.

 

SECURITY

The political and security situation in Lebanon is complex and volatile. The Presidency of Lebanon has been filled in October 2016, after more than 2 years of vacancy. Parliamentary elections were held last May under a new electoral law and for the first time in 10 years. A new government was supposed to be appointed following these elections, but the negotiations on the creation of national union government are still on-going. Domestic tensions remain high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious.

International tensions are as well important, even if no imminent conflict is for now foreseeable.

Despite these on-going internal and external tensions, Lebanon’s security situation is currently good. Except related to COVID measures there is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

 

 

KEY INFORMATION ABOUT LIVING CONDITIONS

In Beirut, the guesthouse and the office are located in close-by buildings. The guesthouse is a 3 bedroom apartment, fully furnished and comfortable. Beirut is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc.

Lebanon is a safe country you can discover by yourself. We have guesthouses available in 2 other Lebanese cities, Zahle and Tripoli, available on weekends. All common goods and amenities are available on all bases.
