SI recruits 01 Consortium CVA (Cash and voucher Assistance) Specialist

ABOUT THE MISSION
SI has been working in Syria since 2012 and currently has strong coverage for WASH, FSL and NFI programs across North West (NWS) and North East Syria (NES). The NES programs provide an integrated assistance in the WASH, NFI, Shelter and Livelihoods sectors to displaced populations and host communities affected by the conflict. NWS programs are remotely managed and provide WASH and NFI/Winterization support to affected populations. Since 2016, SI has been partnering with a local health partner to develop and strengthen a WASH-and-Health integrated approach, and is currently developing the streamlining of Protection within its existing programs.
The Syria mission counts about 340 national staff, more than 60 expatriates, and has a 25 million USD budget for 2020.
Acquired funding, financial visibility, searched complementary fundings: The mission has secured several funding from CDC, UNICEF, ECHO, OFDA and an ambitious consortium of 2 years with OFDA will ensure a good financial visibility for the mission until 2020.
ABOUT THE JOB
In LEARN Phase I, LEARN partners began implementing cash-based interventions (CVA). This programming – along with CVA programming under other donors – is being expanded on under the LEARN. The CVA Specialist will review the capacity of partners on CVA, and identify areas for standardized LEARN cash interventions in line with OFDA requirements, and based on partners’ good practices.
Main activities:
1 .Strategic development and orientation
- Document partners’ capacity on CVA in the context of North East Syria to define support needed
- Review existing tools and procedures of partners on CVA
- Identify potential gaps and needs for harmonized CVA tools within the consortium
- Develop and disseminate required tools, guidance and methodologies to ensure that necessary CVA tools are integrated in LEARN activities
- Work closely with CMU WASH, Shelter, Protection and MEAL specialists to develop appropriate tools
- Build agreement on minimum standards for partners on CVA (including for remote procedures, Covid-19 adaptations and interaction with Financial Services Providers – with Log Spe), and draft a roadmap to implement those minimum standards
- Review market monitoring tools (with MEAL and Log Specialist) and information collected by partners and otherwise available to support LEARN CVA
- Assess secondary data available that could be used as a substitute (Joint market monitoring initiative, REACH, etc…) in case of primary data collection turns out to be constrained
- Institutional knowledge building and compliance
- Provide capacity building support to partners if necessary, including through remote training for LEARN partners
- Review commitments of LEARN partners on “Cash for …” modalities in the line of program adaptations of LEARN Phase I (winterization, post-OPS interventions) and conduct lessons learning exercise
- Set up ways of CMU remote working to support CVA activities
- Identify challenges in the field and promote learning exchange between partners
- Promote sharing of experience and good practice within LEARN
- Provide technical guidance to project teams as necessary
- Ensure staff members are well aware about OFDA policies towards CVA and what is requested from OFDA in terms of technical compliance (and monitoring)
3 .Coordination and communication
- Set up and facilitate cross-partner CVA coordination meetings for improved coordination between partners
- Participate to the work of the NES Cash Working Group, and other relevant fora as necessary
- Review and draft donor comms around LEARN’s CVA activities

YOUR PROFILE
- Minimum 3 years of relevant experience within the humanitarian field of cash transfer interventions
- Qualification in Humanitarian, Development, Economics or Sociology or any other related fields to CVA interventions
- Significant experience (at least 3 years) in designing, setting up, operating and coordinating cash transfer programmes in multiple contexts (e.g. humanitarian, development, rural, urban, remote/hard to access), and for all types of CVA modalities (including electronic cash transfers)
- Strong knowledge and field experience of market assessment and analysis to design and inform programmes
- Familiarity with FSL, WASH and shelter programming sector
- Strong communication, analysis and writing skills
- Fluency in English, both written and verbal
SI WILL OFFER YOU
A salaried post: starting from 2860 € gross per month, according to experience (+ 10% annual leave allowance paid monthly) and a monthly Per Diem. The salary is not negotiable with SI.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.
Social and medical cover: During your mission with SI, you will benefit from an insurance package, which compiles during your expatriation time : health insurance, civil liability, contingency & repatriation. Conditions of those insurances will be explained to you during your HR administrative briefing.
LIVING CONDITIONS :
Living conditions in Amman and Erbil are very good and staff have access to a wide range of restaurants, cafés and bars. Most of occidental products (food, clothing…) are easily accessible in Amman and Erbil.
Security inside Notheast Syria is volatile and justifies specific arrangements for accommodation and movement in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
Accommodation in SI guesthouses which are spacious and very comfortable
The perdiem rate for Amman is 785 USD a month, in Erbil is 750 USD.
