Safe Passage is looking to appoint an Interim Director of France to lead Safe Passage International “Association” in France during the current post-holder’s parental leave in 2021.

Safe Passage was founded in late 2015 in response to the refugee situation in Europe. In the past four years, we have grown from a small project of the charity Citizens UK, to a separate international organisation. We now comprise 23 members of staff based in the UK, France, and Greece, supporting refugees and migrants to access safe and legal routes to asylum across Europe.

In France, our association (loi 1901) has been registered since December 2018. Our team in France is constituted by the Director of France, a Casework Coordinator for the Paris area, a Casework and Advocacy Coordinator for the north of France and an Advocacy Manager.

  • Our vision is for every person seeking asylum to be able to access a safe and legal route to a place where they can lead a full and dignified life.
  • We do things differently – championing refugees’ rights by combining strategic legal work, advocacy, capacity building and community organising.
  • We are focused on achieving systemic change in refugee and asylum policy at both nation-state and international level.

In the last few years, our team in France has supported more than 200 children to reach their families in the UK. Our work is  also recognised with awards from Liberty, Sheila McKechnie, the European Parliament and EU Commission.  We were also chosen as one of The Guardian’s ‘Charity of the Year’ in 2016.

Job Description

Key Responsibilities:

SCOPE OF ROLE:To manage the French charity’s day to day operations and administration·        Manage the staff team as a whole according to good employment practice, and ensuring sustained, high levels of motivation and performance·        Ensure SPI strategy is being delivered and organisational priorities met, keeping the CEO appropriately informed·        Ensure individual objectives for team members are delivered and adapted where necessary·        Continue to develop fruitful relationships with the charity’s key stakeholders, including donors and supporters, Government Ministers and officials, allies in the legal profession, politics and the media, and other organisations working in fields relevant to our mission·        Maintain an overview of the messaging and communications of the charity in general, and in French social media, to ensure that they are effective, consistent with our values and strategy, and appropriate for a charity·        Ensure effective working with the CEO, Greek Director and Managers of Department in the UKTo Lead the delivery of a legal strategy in France about family reunification·        Oversee the delivery of the legal strategy in France in pursuit of our strategic objectives·        Ensure casework is delivered to the highest standards·        Advise the French Board on the introduction of strategic litigation in support of our strategic aims·        Ensure allies / key actors are informed about systemic challenges faced in the legal process·        Supervise the formalisation of an arrival process in France for UAM and familiesTo lead the delivery of an advocacy strategy in France about family reunification and relocation·        To oversee the delivery of an advocacy strategy in France in pursuit of our strategic objectives·        To ensure the European, bilateral and UK aspects are taken in consideration in the advocacy work for the migratory routes to the UK·        Be a credible and effective representative for Safe Passage, influencing policy makers, decision makers, the public and other key stakeholdersTo support and lead fundraising activities·        Assist the fundraising team in the UK in securing and renewing funding for SPI France in 2021·        Lead efforts to identify and secure funding from French-based funders in 2021To oversee the effective management of finance and operations in France·        Oversee financial systems and processes including but not limited to review of monthly management accounts and relevant financial reports and maintaining up to date policies and procedures in partnership with our external accounting partner·        Continue to strengthen internal systems, developing policies and procedures in compliance with French law·        Ensure that the charity adheres to all legal requirements and is well administered according to French regulations·        Oversee and assess risks in France working closely with Head of Programmes & Safeguarding to ensure we manage risk effectively and uphold the highest standards of safeguardingTo contribute to the strategic management of Safe Passage International·        To assist the development of a 3-year strategy for SPI, taking a leading role in the creation of objectives for the advancement of our mission in France·        To attend leadership team meetings about the general governance of SPI international

Person Specification:

Essential

  • Experience of charity management at CEO or senior manager level, and familiarity with relevant regulatory requirements
  • Experience of working in a French charity
  • Strong personal commitment to the mission of Safe Passage
  • Demonstrable ability to think and act strategically and focus on priorities
  • Excellent communication skills, and ability to inspire and persuade a wide variety of different audiences
  • Ability to manage staff to a high level of motivation and effectiveness
  • Experience of fundraising and managing finance functions
  • An appetite and experience for people and system management, including experience of developing effective systems and policies to meet a growing organisation’s needs
  • Sufficient energy and organisational skills to handle a multi-faceted job in a busy work environment
  • High personal and professional standards
  • The ability to take responsibility for resolving problems
  • A proactive and pragmatic approach
  • Honest, encourages openness and transparency; demonstrates highest levels of integrity
