Safe Passage International is looking for a “Project Manager – Projet AFPBA” to manage the implementation of the project aiming at the individual protection and family reunion of Afghan refugees. You will supervise the AFPBA Project team comprise of the Project Manager, the Coordinateur Juridique and two coordinators in the region (Iran and Pakistan).

L’AFPBA is a new project that Safe Passage France will deliver with funding and pro bono capacity of 12 leading commercial law firms. It aims to respond to the increased need for legal advice and representation of Afghan nationals and their family members who have been forced to seek protection and reunion with family in France following the Taliban takeover, including human rights defenders.

The project will focus on delivering high quality legal representation in a range of cases, including family reunion, and any specific schemes that will emerge. Firm pro bono lawyers will be trained and supervised by the Coordinateur Juridique to assist with legal casework.

The casework of this Project will help to feed into strategic efforts by the NGOs to make existing ‘safe’ routes to protection (in particular refugee family reunion and resettlement schemes) more accessible and effective, advocate for their expansion and defend the fundamental rights of people on the move by influencing policy and decision making.

The Project recognises that pro bono legal work is always an adjunct to, and not a substitute for, an adequate system of publicly funded legal services. The Project will aim to support and enthuse legal aid practitioners promoting increased casework capacity in the sector for family reunion work. The Project will also monitor and document any gaps in legal aid provision within its scope of work and contribute to campaigning efforts to facilitate increased publicly funded provision.

Who we are?

Working at Safe Passage means working at a different sort of charity. We’re small, nimble and laser-focused on the impact that only we can make.

Safe Passage was founded in late 2015 in response to the refugee situation in Europe. In the past four years, we have grown from a small project of the charity Citizens UK to a separate international organisation. We now comprise 25 members of staff based in the UK, France, and Greece, supporting refugees and migrants to access safe and legal routes to asylum to and across Europe.

Our team in France is constituted by the Director of France, a Casework Coordinator and a Casework and Advocacy Coordinator for the North of France and an Advocacy and Communication Coordinator.

Job Description: Project Manager – AFPBA Project.

Key Responsibilities

  • Ensure the project is implemented with high quality standards and that appropriate steps are taken to achieve the aims and objectives of the programme.
  • Lead and supervise the AFPBA project team (coordinateur juridique and the two programme coordinators in Iran and Pakistan).
  • Ensure Safe Passage International accountability in relation with the AFPBA project.
  • Design new and optimise existing standardised project systems and processes, including data recording and monitoring.
  • Adhere to project budget and undertake regular financial reporting.
  • Develop quality relationship with the project’s donors and partner law firms and ensure reporting obligations and deadlines are met.
  • Undertake comprehensive risk assessment of activities under the project and oversee the day-to-day management of risks including regular reporting on risk to the Safe Passage International Leadership Team.
  • Develop and manage good relationship with key stakeholders and partners.
  • Ensure representation of Safe Passage with relevant actors (other NGOs, UNHCR, IOM…), and, in coordination with the campaign team, with the media.
  • Ensure compliance with donor rules and regulations and Safe Passage International policies.
  • Ensure proper data management and compliance with the GDPR.
  • Ensure safeguarding policies and procedures are adhered to within the project and work closely with Designated Safeguarding Lead to regularly review policies and procedures. Ensure that efficient alert and reporting mechanisms are set up and accessible to beneficiaries and clients.
  • Identify possible funding opportunities to support the project, and lead funding applications.
  • Work in close collaboration with the project team to produce materials such as project periodic reports, content for newsletters, social media posts and articles to raise awareness of the project and its aims and outputs.
  • Work in close collaboration with other Safe Passage International teams (in France, the UK and Greece), particularly with the Afghan Pro Bono Initiative, a similar project led by SPI and RLS in the UK, to develop and share experiences and best practice in relation to all aspects of programme implementation and relevant internal processes.
  • Work in close collaboration with the Advocacy and Campaign team, to collect information for advocacy purposes, identify advocacy opportunities and set up advocacy actions in relation to the Afghanistan crisis and the situation of Afghan refugees.
