Rise Against Hunger is issuing an Annual Program Statement for the Empowering Communities portfolio.

Rise Against Hunger aims to increase food security and incomes through agricultural and livelihoods programs by promoting improved agricultural techniques, post-harvest processing, business development skills, and market access.

Objectives

This Annual Program Statement (APS) solicits concept papers for activities to be funded under RAH’s Empowering Communities portfolio, specifically in one or more of the following areas:

• The portfolio will seek to implement programming that increases food security through crop and livestock production (e.g., increasing gross margin yields), reduces post-harvest losses and creates value added products in the food security value chain.
• The portfolio will also focus on vertical and horizontal market linkages, market acceleration, and provide business development services utilizing push and pull marketing strategies. While production programming will likely target rural areas, post production and processing activities will be implemented in more urban and peri-urban settings, with a preference given to peri-urban settings when possible, to support the creation of more economically active communities where employment is available.
• RAH strongly encourages concept notes that consider cross-cutting themes such as nutrition-sensitive agriculture, gender, youth, partnerships, government integration, climate adaptation, and learning.

Funding Information

• RAH anticipates that individual cooperative agreements will range between US$75,000 to US$100,000, with initial project length being a minimum of 9 months and a maximum of 18 months duration.
• However, on a case-by-case basis, applications that are below $75,000 or exceed $100,000 or 18 months in duration may be considered.

Eligible Applicants

• RAH’s APS targets Non-Governmental Organizations (NGOs), provided that they are legally registered and recognized under the laws of their respective countries and not prohibited from receiving funding as a result of being on a UN or US government sanctions list. Applicants may include:
• National, regional, and local organizations;
  • Non-US NGOs;
  • US NGOs;
  • Foundations and universities;
  • Private enterprises or firms (however, profit cannot be included via RAH funding);
  • Business associations; and
  • Legally-organized associations of the above organizations.
• In addition, the Applicants must demonstrate that they:
  • Possess sound managerial, technical, and institutional capacities to achieve project results;
  • Possess and apply a system of internal controls in order to safeguard assets and to protect against fraud, waste, and conflicts of interest;
  • Are in good standing with all civil and fiscal authorities;
  • Possess financial accountability and maintain detailed records of all expenses; and
  • Are willing to sign applicable assurance certifications.
