Brief Description:
Resonance is recruiting for a Benin based Political & Economic Advisor. In this role S/he will allow USAID to enhance/enrich its implementation of technical assistance by addressing targeted, high impact governance weaknesses that complicate the operating environment for USAID/Benin. The goal of this political and economic consultancy service is to provide advisory services that will improve the efficiency and magnify the impact of USAID/Benin’s technical assistance on as needed basis through short-term consultancy over a one-year period.

This short term consultancy service shall help advance USAID/Benin’s strategic objective of a healthier more inclusive Benin by: 1) Providing specificity to the context in which USAID/Benin’s developmental objectives are advanced and 2) Helping to identify the channels whose use are most likely to lead to an optimum outcome to USAID/Benin’s technical assistance and 3) Helping USAID/Benin to get access to the right decision makers within the GOB and Beninese civil society and private sector.

The Political and Economic Advisor shall advise and facilitate USAID/Benin to provide leadership, direction and coordination on USAID/Benin’s efforts to assist the GOB on how to move forward with its agenda to reduce corruption, increase accountability and improve transparency.

Promoting better governance is the process of shedding light (creating transparency) on practices that have thrived hidden from the public. Creating transparency challenges interests that are invested in the status quo. These vested interests are usually held by government insiders making reform aimed at better governance an inherently political activity. The Political & Economic Advisor shall therefore use his insights into the legal, political and cultural environment of Benin, as well as his knowledge of political and economic actors, to actively participate in the strategic planning and implementation of
USAID/Benin’s good governance initiatives. He shall work in close collaboration with USAID/Benin’s Country Representative and his senior management team providing strategic direction/advice to USAID/Benin to ensure that the relevant entities/actors are identified, involved and dedicated to the implementation of recommendations that will lead to better governance in Benin. The consultant shall also help to inform strategic planning by USAID/Benin on governance and corruption in Benin.

This is a consultancy position based in Cotonou, Benin reporting to the Senior Manager, Secure Communities.

Responsibilities:
The Political & Economic Advisor shall submit periodic written reports on his activities not more frequently than monthly and not less frequently than quarterly. The reports shall describe what he has done and achieved. The reports must clearly indicate the usage of the Level of Effort (LOE) for the period covered in the report. The reports shall be sufficiently detailed so that they provide reasonable evidence that the level of effort that the Political & Economic Advisor is claiming payment for was expended in furtherance of the objectives of the Call Order. The Political and Economic Advisor will describe his approach to the activity, his work related to that activity, the results of his activity and his next steps.

Within 2 weeks (10 working days) after the end of the assignment, the Political & Economic Advisor shall produce a summary report that shall give an overview of his consultancy work. The summary report will contain an Executive Summary, the impact and contribution to USAID Strategic Framework of his consultancy, his conclusions, recommendations and next steps.

Qualifications:
• Advanced degree in law, economics, or political science.
• Record of analytical work on the political economy of Benin.
• At least 10 years of academic or senior government service or experience as an advisor to a development agency or combination of the three.
• Well-developed network of high-level contacts in the executive, legislative, and judicial branches of the Government of Benin, as well in academic, civil society and development circles in Benin. The breath of the Political Economic Advisor’s connections will be judged by: 1) positions occupied in the different relevant sectors, 2) the seniority of those positions, 3) membership on advisory boards or panel of experts related to the relevant sectors, 4) project specific collaboration with members of the relevant structures, 5) status as an advisor (formal or informal) to actors in the relevant sectors.
• Outstanding written and oral communications skills.
• Strong ability to use Microsoft Office products, including PowerPoint, Excel, and Word
• Eligibility to work in Benin
• Fluency in French
