WORK CONTEXT

Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target population. In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance, non-formal education

Current projects:

  • UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli – urban areas)
  • UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Urban areas and IDP camps)
  • EU Trust Fund: Strengthening protection and resilience of displaced populations (Misrata – 4 detention centres and urban areas)
  • EU EIDHR: Enhancing Women’s Rights and Gender Equality in Libya (Misrata – urban areas)
  • WFP: School-feeding intervention (Qatrum and Zwara).

 JOB DESCRIPTION

The collaboration will start in February 2020.

The main duty station will be between Tunisia and Libya.

When security conditions do not allow regular presence in Libya, the main Country Office will be Tunis with remote management and regular short mission to Libya.

The CP/GBV Specialist will work under the management of the Technical Unit Coordinator and will support the CP and GBV component of Cesvi interventions in Tripolitania.

Main tasks:

  • S/He will provide technical assistance and guidance to field staff and quality oversight during the implementation of the Child Protection and GBV Programs, including prevention and response services;
  • S/He will be overseeing the Case Management intervention (CP and GBV), working closely with the CM Supervisor, including the organization of CM weekly meeting, revision of high risk cases, revision and approval for case plan and case closure;
  • S/He will be overseeing and provide technical guidance in the implementation of the PSS component (sessions delivered at individual level at CDC and at group level at the Social Center), ensuring the adherence with the resilience-focused framework Cesvi has adopted in Libya response;
  • With the support of the Technical Unit Coordinator, s/he will support the Education technical aspects of the program;
  • S/He will ensure that all activities are in line with international standards, global guiding principles and National SoPs;
  • S/He will develop and ensure the correct use of the technical tools relevant to the project management, monitoring and learning;
  • S/He will support the MEAL staff for the monitoring of CP and GBV activities, including the designing and collection of quantitative and quality data;
  • S/He will identify training needs and, in coordination with the Technical Unit, provide training, follow up trainings and regular coach to the CP and GBV staff;
  • S/He will conduct regular visits to monitor the implementation of programmes and to provide technical guidance or inputs for program readjustment;
  • S/He will consolidate quantitative and qualitative reports related to CP and GBV activities as per donors and Cesvi requirements;
  • S/He will identifying needs and gaps in programming and proactively suggest new activities to respond to the identified needs;
  • S/He will contribute in developing new CP/GBV proposals.
  • S/He will attend and represent Cesvi on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for CP and GBV related services.

ESSENTIAL REQUIREMENTS

  • Master’s Degree in Psychology, Social studies, or another appropriate field;
  • Previous experience with an INGO
  • Minimum 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 2 years must be in the field of CP and/or GBV in emergency and/or EiE;
  • Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising caseworkers;
  • In-depth understanding of CP and GBV prevention and response, related international standards and guidelines;
  • Proven experience in conducted training for both program staff and local organizations/authorities;
  • Proven experience in using GBVIMS and GBVIMS tools, and knowledge of GBVIMS standardized GBV types;
  • Demonstrated capacity and experience in conducting field level assessments including developing tools (e.g. questionnaires, referrals template and modalities, focus group discussions and M&E) in liaison with M&E Manager;
  • Fluency in English and French (written and oral);
  • Strong computer skills including MS Word, Excel, PowerPoint and email/internet software;
  • Ability and willingness to work in a remote and isolated location with ever-changing security Scenarios

DESIDERABLE REQUIREMENTS

  • Experience, preferably in EIE programs, with refugee, migrants and IDPs children and youth;
  • Strong diplomatic skills, and demonstrated experience in networking and building effective partnerships;
  • Strategic thinking and innovation;
  • Adapts and copes with pressure;
  • Respectful and culturally sensitive;
  • Strong interpersonal and communication skills, and ability to work effectively with others within a multicultural team context;
  • Knowledge of Arabic;
  • Prior experience in Libya or working in security-sensitive environments.
