Pobal announces COVID-19 Stability Fund 2021 – Ireland

Applications are now open for the COVID-19 Stability Fund 2021, administered by Pobal on behalf of the Department of Rural and Community Development (DRCD) to help organizations that are suffering financially due to a reduction in their fundraising or traded income so that they can continue to deliver eligible social services over this difficult period of the pandemic.

The COVID-19 Stability Fund has played an important role in providing much needed financial assistance to many community and voluntary organizations, charities and social enterprises to help them continue to provide critical supports and services in 2020.

Community and voluntary organisations, charities and social enterprises can now apply, including those who were successful in the previous rounds of the COVID-19 Stability Scheme in 2020.

Voluntary Multi-donor Fund offering up to 100,000 USD to NGOs

Priority will be given to applicants who have not previously received support under the 2020 Stability Scheme or from other Public (State) resources to address the impact of COVID-19 on their operations i.e. the applicant has not received any financial support from Government departments or public bodies since the onset of the pandemic.

Consideration will only be given to previous successful applicants of the Stability Scheme 2020 where all funding has been fully expended in line with the Scheme conditions and there is a clear and urgent need for additional funding.

€10m has been made available by the Department of Rural and Community Development.
Eligibility Criteria

The Stability Fund 2021 is open to community and voluntary organizations, charities and social enterprises which meet the following criteria:

Have an actual loss of 25% or more of private income (e.g. traded income/fundraising income) in 2020 when compared with their 2019 private income and/or have a projected loss of 25% of private income in 2021 when compared with their 2019 private income.
Are operating in the Republic of Ireland and are delivering an eligible service in the Republic of Ireland on or before 1st January, 2019.
Have provided evidence of their governance arrangements e.g. Memorandum or Articles of Association, Constitution, or Operating Rules of their organization.
Are registered with the Companies Registration Office or the Registrar of Friendly Societies or the Charities Regulator, in the Republic of Ireland.
There is one exception to criterion four (4) on registration as explained below:
Community Centres not currently registered with the Companies Registration Office or the Registrar of Friendly Societies or the Charities Regulator in the Republic of Ireland and are providing eligible services to the wider community can apply provided all other eligibility criteria i.e. 1 to 3 above are met.
Community Centres in this context must:
Provide evidence of governance arrangements e.g. a Constitution or set of Operating Rules
Have a 25% loss or more of private income when compared with 2019 or 2020
Be operating and delivering eligible services on or before 1st January 2019.
