BackgroundAfrica’s border regions have attracted international attention in recent years due to fresh waves of conflict linked to violent extremist organizations including Boko Haram, Al Shabab, and Ansar al-Sunna, as well as ongoing crises in the Great Lakes, the Horn of Africa, and the Sahel. These regions have been exposed to multiple challenges, including violent conflict, climate change, persistent poverty, marginalization, poor governance, and most recently COVID-19 disease and control measures against it. The challenges and opportunities of borderlands can only be properly understood through a regional and cross-border perspective, and the case is becoming critical for approaches to development programming in Africa that are more explicitly cognizant of dynamics at a regional level. The ‘complex conflict clusters’ and the large movements of people in borderlands highlight not only their security risk of instability, but also the ongoing impact of the developmental deficit in these regions.  The UN Sustainable Development Cooperation Frameworks take national development planning frameworks as their point of departure, and, as a result, are geographically bound to state borders. It is increasingly accepted that the many challenges facing governments in border regions require a sub-regional and cross-border approach. In response to this, UNDP has developed the Africa Borderlands Centre. The Centre is related to the UNDP Regional Programme for Africa (RPA) 2018-2021, a flagship programme that responds to challenges and opportunities facing the African continent and to the priorities and aspirations articulated by the African Union (AU) and sub-regional bodies, and is set to operate from 2020 to 2025. The Borderlands Centre has been established to act as a thought leader, delivering cutting edge data and analysis that informs borderland policy and programming. The team is based out of UNDP Regional Bureau for Africa’s (RBA) Thematic Hub in Nairobi, Kenya.To ensure effective operation and achievement of its objective, the Africa Borderlands Programme will consist of two units, reporting to the Program Manager with the following responsibilities: Policy Research and Data Unit: This unit will commission research and studies to fill significant gaps in knowledge and understanding of borders areas. It will host a Borderlands Innovation Lab and Sahel Lab to test initiatives in the borderlands and support their replication and capacity for scaling up. The unit have dedicated capacity for conducting multi-dimensional analysis, collecting data and managing a platform for collaborating on data and analysis. Partnership and programme unit: The unit leads on the strategic positioning of the Africa Borderlands Centre and on establishing partnerships with the African Union, Regional Economic Communities (RECs), International Financial Institutions and key donor partners. The Solution Mapping Officer will be responsible for: 1: Leading the Africa Borderland Centre’s efforts at community immersion in border regions, collecting intelligence through community outreach, and mapping solutions — looking in particular at the opportunities and challenges for development interventions in African Borderlands. 2. Documenting best practices for engagement in African Borderlands and convening and managing an Africa-wide community of practice of individuals engaging in Borderlands. 3. Undertaking cultural and behavioral analyses for the borderland portfolio and establishing a broad network of local, national and regional stakeholders. Duties and Responsibilities
1. Leading the Africa Borderland Centre’s efforts at community immersion in border regions, collecting intelligence, and mapping solutions.-Designing and maintaining an up-to-date library of information related to border regions, proactively sharing documents with team members, and responding to their specific requests for information;-Contributing to the development and review of knowledge products on African Borderlands by analyzing and sharing lessons learnt including programme evaluation results;-Contributing to the collation of experience about policy development, identifying and formulating lessons learnt and recommendations -Developing and sustaining positive relationships with a range of local communities and civil society organizations in border regions. This will include identifying and training local volunteers and recruiting universities and think tanks for sustaining long term community outreach and engagement.-Translating of ethnographic and field research findings into programmatic responses. -Designing field research and participatory methods to focus on vulnerable borderland communities.
2.  Undertaking cultural and behavioral analyses for the borderland portfolio and establishing a broad network of local, national and regional stakeholders.-Designing and implementing methodologies for collecting indigenous knowledge on cross-border solutions.-Designing criteria/metrics for assessing and consolidating local solutions to borderland challenges. -Conducting field research to generate account of local knowledge that can inform borderland programmes.
3. Documenting best practices for engagement in African Borderlands and convening and managing an Africa-wide community of practice. -In support of the Team Leader Partnerships and Programmes, establish an Africa-wide community of practice as well as local, national and regional communities of practice.-Foster engagement among CoPs members and facilitate timely, focused, targeted and crosscutting e-discussions and on/offline events;-Provide support to part-time or full-time moderators of the relevant (sub)networks under the CoP’s purview and encourage targeted engagement in these networks;-Engage in continual “behind the scenes” work of connecting practitioners, flagging experts to come in where necessary, supporting the development of queries and discussion topics for members;-Scan the internal and external environment for relevant content for the CoP members. Competencies

Experience in following areas is desirable but not necessary:-Professional experience in development programming or policy and social innovation work-Proven professional knowledge and experience in approaches such as ethnography, behavioral insights, qualitative and quantitative research or human centered design -Demonstrated ability to work with partners to help surface unarticulated needs-Proven ability to design ethical frameworks for managing research projects Language Requirements: Proficiency in written and spoken English. Working level French is desirable. DisclaimerImportant applicant information
