The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 47 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.
UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.
UNCDF’s programmatic portfolio in Mozambique has expanded and covers support for local governance, local development and financing local plans through the Performance Based Grant System embedded into the Local Climate Adaptive Living Facility (LoCAL). The broad diversity of UNCDF supported local development finance interventions are enhancing local government systems, processes and locally led decision making authorities for social-economic development in four provinces of Mozambique: Gaza, Inhambane, Nampula and Zambezia. LoCAL is also under design or phase in Lesotho, Malawi and Sao Tome e Principe, among other countries. In addition, in the event that risk informed investment projects generated by the LoCAL planning process are financially viable, they will be supported with a view to be presented to the International Municipal Investment Fund (IMIF) launched by UNCDF and United Cities and Local Governments (UCLG).
In this context, UNCDF is seeking a Regional Programme Manager, P-4 as part of the UNCDF Africa team, to contribute to the effective delivery of the UNCDF development interventions and activities, reporting to both UNCDF Regional Technical Advisor (Decentralisation), P-5 and Global Programme Manager, LoCAL Resilience Programme, P-5 both based in Kampala Uganda and in close collaboration with other LDFPA colleagues across the organization.
This position will be based in Maputo, Mozambique.
Duties and ResponsibilitiesThe Regional Programme Manager P4 is responsible for the overall planning, management and implementation of the UNCDF portfolio in Mozambique and for supporting the expansion of LoCAL in the region (Lesotho, Malawi and Sao Tome e Principe, among other countries). The Programme Manager will be working directly with project partners, including the Ministry of Economy and Finances, which has the primary responsibility for planning, budgeting and financing local development in the country. She/he sets strategic directions for programmatic assistance, provides expertise and technical assistance, manages the projects’ day-to-day activities and ensures proper management of financial and human resources. The Programme Manager will be expected to provide expert technical advice on the local governance and local development programmatic portfolio in the country and  targeted countries in the region. S/He will  ensure overall responsibility for project management and implementation.
The Regional Programme Manager’s main responsibilities will include:
-Programmatic Portfolio Management – Mozambique (40%)-Donor/Partners Dialogue and Resource Mobilization – Mozambique and selected countries in the region (Lesotho, Malawi and Sao Tome e Principe, among other 35%)-Programme and Operations Support (15%)-Support for the development of an investment pipeline for the International -Municipal Investment Fund with a focus on SDG13 (10%) 1. PROGRAMMATIC PORTFOLIO MANAGEMENT (40%)-To ensure overall responsibility for UNCDF portfolio management and implementation;
-To facilitate and participate in regular meetings with country-based development partners, submit progress reports to the donors and advise the Ministry of Economy and Finances on policy-programmatic issues relating to project implementation and financial accountability;-To provide strategic advice to the government of Mozambique, in particular the Ministry of Economy and Finances and The Ministry of Land, -Environment and Rural Development on institutional and capacity building efforts, particularly on issues related to local governance, local development and financing local government plans and budgets, and specifically climate finance for subnational climate responses.-Ensure regular and effective monitoring, reporting and evaluation of the project’s performance, using benchmarks established by the project’s work plans and budgets and information the global monitoring, reporting and evaluation efforts under the LoCAL Facility (i.e. Assessing climate change adaptation framework);-Lead the UNCDF team -advisers, staff and consultants; prepare relevant terms of reference; supervise the team in the performance of those duties; facilitate relevant knowledge-transfer, information sharing and capacity development within the team in the country;-Manage financial allocations and approve expenditures according to authority delegated, and ensure timely payments in accordance with UNCDF rules and regulations;-Provide capacity building support to staff and stakeholders for consistent programme implementation, reporting and local/national ownership and accountability;-Contribute to the collective learning, knowledge creation and exchange in the context of LoCAL and the Local Development Finance Practice of UNCDF;-Facilitate the participation of Mozambique in the LoCAL Board and enable policy outreach.
2. PARTNERHSIP BUILDING (35%)-Support the UNCDF Regional Technical Advisor, the LoCAL global team and UNCDF HQ on the development of country led and managed resource mobilization strategies, in cooperation with existing United Nations agencies and implementing partners in targeted countries from the region;
-Lead on partnership building for effective UNCDF positioning in the UN System and with development partners network at national level;-Ensure close collaboration with UN system, as well as to identify opportunities for collaboration and joint programming with other UN agencies and partners to maintain and/or strengthen UNCDF strategic positioning and presence in mozambique and selected countries in the region;-Develop responsive multi-sector work plans, collective outcomes and budgeting to operationalize UNCDF resource mobilization strategies;-Contribute to UNCDF resource mobilization and articulate and enable pathways for mobilizing resources and fostering external partnerships supporting UNCDF global and (sub)-regional interventions.
3. PROGRAMME AND OPERATIONAL SUPPORT (15%):-Lead in coordination with the UNCDF Regional Technical Advisor and LocAL global team operations activities, including finance, human resources, procurement, transport, IT, security, administration and ensure they follow UNCDF’s rules, regulations, policies and procedures;
-Support the strengthening of the quality of operational services and activities delivered by UNCDF and support implementation of corporate, budget, financial, procurement, and project personnel on these issues, in close with relevant Management Support Unit, UNCDF Headquarters and regional colleagues.
4. ACCESS TO NEW FORMS OF MUNICIAL FINANCE FOCUSED ON SDG 13 (10%)-Identify key domestic and international partners most relevant for participating and supporting new forms of municipal finance focused on SDG13;
-Identify best regional and country level opportunities in relation to objectives and requirements of the International Municipal Investment Fund including study documents leading to project formulation and key technical sections;-Define applicable next phase recommendations to transition from study completion and project formulation concept to eventual start-up and scope of implementation.

Required Skills and Experience
Education:-An advanced university degree -masters or equivalent- in public administration, business management and administration, planning, economics, political sciences, social sciences or related field. A A first university degree in related fields, with two additional years of relevant experience will also be acceptable, in lieu of a master’s degree.

Work Experience:-A minimum of seven 7 years’ experience in progressively responsible positions in implementing, managing and monitoring local governance and local development projects is required. Out of the seven years’ work experience, 5 years’ experience working with development programmes, technical advisory services and assistance on themes related to local governance and local development in Mozambique is highly desirable.
-Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;-Prior experience and familiarity with key and emerging issues related to food security and climate change/adaptation in Mozambique is required;-Prior experience and familiarity with local governance and local development issues in Mozambique preferred;-Prior experience and familiarity with performance-based grants and other local development finance is preferred;-Experience with a UN organization-agency, particularly UNCDF/UNDP in an LDC is desirable; work experience of and/or in Least Developed Countries LDCs is preferred;-Working experience with UNCT would be an asset.-Demonstrated experience with EU-funded programmes and projects in Mozambique is highly desirable;-Experience with ATLAS and UNDP/UNCDF Rules and Processes is desired.
Languages:-Full fluency in written and spoken English and Portuguese is required.
