Background
Since its independence in 1974, Guinea-Bissau has experienced chronic political fragility and insecurity, in part due to several coup d’états, frequent changes of government, interference of the defense and security forces in politics and the judicial sphere, and violations of human rights. Although the Constitution is founded on democratic governance principles, notably the consecration of people as the holder of sovereignty, rule of law as an affirmation of the primacy of legality, separation of powers, respect for human rights, participation of citizens, and a multi-party system of government, challenges ahead persist relative to effective transparent and inclusive democratic governance.
Over the years, the country has shown overall Governance deterioration, as measured by the Mo Ibrahim Index of African Governance with notable poor performance in areas that include rule of law, personal safety, participating and human rights, welfare and sustainable economic opportunities. Weaknesses in areas such as access to justice, endemic corruption, decentralization, public administration and civil services, parliament human rights and gender inequality require attention as they result in the state inability to provide effectively and efficiently goods and services to the population and to build social cohesion between the state and citizens.
The UNDP Country Office (CO) in Guinea-Bissau, as key Government partner in the area of governance, is developing and implementing various projects in a variety of governance related domains, including rule of law and justice, anticorruption and accountability, decentralization and local governance, electoral support, parliamentary support and civic engagement. Given the continuously evolving development scenario, the CO is also activating collaborations and partnership initiatives with new local, national and international partners with the aim of developing initiatives and exploring innovative solutions in a variety of governance-related areas, often at the crossroad of multisectoral interventions that encompass traditional sectorial boundaries. This includes the exploration of tech solutions (big data, digitalization, etc.) that offer opportunities for equal participation of vulnerable population in the social and political life with the aim of leaving no one behind. Additionally, taking into consideration the UN mission transition, UNDP is taking over some of its responsibilities.  
In this context and under the overall guidance and supervision by the Head of the Governance Unit, the Governance Programme Analyst will be responsible for the development and management of a variety of projects related to e-governance and digitalization, transparency and anticorruption, prevention of violent extremism, and civic engagement with a strong focus on youth empowerment. The Programme Analyst analyzes political, social and economic trends and participates in formulation, management, monitoring and evaluation of programme activities within his/her portfolio, bringing and exploring innovative thinking and solutions.
The Governance Programme Analyst works in close collaboration with other members of the Governance Unit, the programme management and operations units, and programme staff in other UN Agencies, staff of UNDP HQs and regional and sub-regional centers.
Duties and Responsibilities
Summary of Key Functions
Provide :-Programme Strategies and Development Support  
-Substantive Management Support and Quality Assurance  and Oversight:-Substantive Support to Advocacy, Strategic Partnerships and Resource Mobilization-Policy Advisory services and Knowledge Building Facilitation;  
1. Ensures implementation of programme strategies focusing on achievement of the following results:-Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to strategic documents for the sector;
-Analysis and synthesis of proposals on the areas of support and interventions related to governance and within the other thematic/sectoral areas assigned;-Innovation promotion and testing of new social, digital and AI solutions in the governance portfolio;-Application of behavior change models and strategies for social change;-As part of the UN coherence process, development and consolidation of relevant thematic/sector related policy interventions by participating in discussions with other UN agencies.
2. Substantive management support to quality assurance and oversight of Country Office assigned programme components, focusing on achievement of the following results:-Designing and implementing projects relating to governance and cross-cluster if applicable, translating UNDP’s priorities into local interventions;
-Initiating projects, ensuring project approval, registering projects in Atlas, preparing and finalizing project annual work plans and project documents, contributing in budgetary monitoring and follow-up, and ensure closure of completed projects;-The programme analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval;-Financial and substantive monitoring and evaluation of the projects in ATLAS, identification of operational and financial problems, development of solutions;-Follow up on audit recommendations. All exceptions are timely reported;-Preparation of inputs for reporting, including donor reporting;-Contribution to application of RBM tools and monitoring achievement of results.
3. Provides substantive Support to Advocacy, Strategic Partnerships and Resource Mobilization, focusing on achievement of the following results:-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects and writing of project proposals in English, active contribution to the overall office effort in resource mobilization;
-Analysis and exploration of new non-traditional partners to activate innovative collaborations, projects or solutions.-Develop and strengthen strategic partnerships with traditional and non- traditional donors including NGOs, CSO’s and grass roots organization;-Develop, disseminate and market new practices in the thematic area as well as in the use of social media tools that enhance the visibility of UNDP and its value-added proposition.
4. Ensures provision of top-quality advisory services and facilitation of knowledge building and management, focusing on achievement of the following results:-Identification of sources of information related to policy-driven issues. -Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
-Sound contributions to knowledge networks and communities of practice;-Organization of trainings for the operations/ projects staff on programme issues;-Professional growth through active learning. Competencies

Required Skills and Experience
Education:-Master’s Degree or equivalent in Public Administration, Economics, Political Sciences, Social Sciences or related field;
-Prince2 training and certification, RMG are desirable.-Design thinking, systems thinking desirable
Experience:-Minimum of  3  years of experience in managing or providing substantive support to democratic governance   projects/programmes , including relevant work on sustaining peace in an international development context;
-Solid understanding of service design, including design thinking, and behavior and social change theories and models;-Experience in programme and project management;  -Proven ability to work effectively in multi-disciplinary and multi-cultural teams.-Sound understanding and capability to empower and develop the capacity of national staff.-Proven programmatic implementation experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation).-Experience and knowledge in advocacy with Government and civil society decision makers.-Excellent skills in fundraising, resources mobilization and donor relations would be an asset.-Strong interpersonal, written, and oral communication skills.-Strong strive for innovative ideas and practices.
Language Requirements:-Proficiency in oral and written English, Portuguese. Working knowledge of French would be an asset.
