Background
The objective of the United Nations (UN) Clinic is to provide primary clinical care and occupational health services to all locally and internationally recruited personnel of the UN Common System and their recognized dependents in Zimbabwe.
Organizational Context
Under the direct supervision of the UN Physician, the Locum Nurse will ensure provision of efficient counselling services to UN staff and their eligible dependents.
Context:
-Type of Contract – Individual Contractor (IC);
-The Counsellor should be available 2 to 3 working days a week and to back stop the UN Counsellor whenever he is absent;
-The Counsellor will be paid for the actual number of days worked.
Duties and Responsibilities
Communication:
-Responding to clients’ bookings and other enquiries through the online booking system and maybe to phone/email/direct request;
-Communicating to the UN Physician on critical security issues/emergency cases coming from the counselling desk.
Contribution to the planning for and establishment of and promotion of holistic staff well-being programmes including:
-Assessment of psychological needs of UN Staff;
-Technical input on staff well-being;
-Implementation of staff well-being programmes to address stress issues, building resilience, advice to management and support to all UN Agencies.
Organize a System of responding to all staff and eligible dependents to meet counselling needs for:
-Traumatic stress work related stress, anxiety, grief, loss and other personal issues, either through provision of confidential counselling, group counselling or through provision of an appropriate referral.
Expand the pool of mechanisms/resources available through inter alia:
-Capacity building of staff on needy topical relevant issues, as needed;
-Training, coordination and supervision of the Peer Support Volunteer network;
-Liaison when necessary with other local / regional mental professionals / resources outside the UN System including NGO and private practitioners;
-Designing and implementing a counselling outreach programme.
Organize and maintain confidentiality:
-A system for confidential filing of individual cases;
-A documentation system of actions, events, assessments, recommendations, in accordance with standards and procedures established by the UN;
-To maintain confidentiality on all patient information and data.
-Any other duties assigned.
Timeline, Reporting & Quality Control for the Assignment:
-The consultancy will be on-call basis over a three-year period;
-The contracted Locum Counsellor will work directly under the UN Physician and will report to the Physician on a regular basis.

-Consistently approaches work with energy and a positive, constructive attitude;
-Ability to work in a team environment.
Required Skills and Experience
Education
-An Advanced University degree in Social Sciences or related field;
-Candidate must be registered with a professional body.
Experience
-A minimum of 7 years relevant experience (Post Masters);
-Experience should be in the area of stress management, counselling or related areas;
-Computer skills, including internet navigation and various office applications are required;
-The candidate must have a demonstrated ability to work in a multicultural environment;
-Excellent communication and organisation skills are required for the post;
-Previous working experience with the UN would be an added advantage.
Language
-Fluency in English. Shona or Ndebele would be an added advantage.

Evaluation Process
Award of the contract shall be made to the Consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and having received the highest score out of a pre-determined set of weighted technical and Interview criteria specific to the ToR.
-Technical Criteria weight: 70%;
-Interview Criteria weight: 30%.
Interviews will be conducted to assess the candidates selected after the technical evaluation process.
Note: Only the highest ranked candidates who have obtained a minimum of 49 points (70%) on the technical evaluation will be considered for the financial evaluation / engagement.
