Background
This position is located in Cote d’Ivoire, Abidjan and belongs administratively to the UNODC Regional Office for West and Central Africa (ROSEN). Under the overall guidance of the UNODC Regional Representative and under the direct supervision of the Drug Demand Reduction Regional Coordinator and the Prevention, Treatment and Rehabilitation Section in UNODC HQ, and in consultation with relevant offices in WHO Côte d’Ivoire, the incumbent, as part of the health team, will be responsible for implementation and day-to-day management of the UNODC-WHO Programme on Drug Dependence Treatment and Care (GLOK32) in Côte d’Ivoire.
Duties and Responsibilities
  • Coordinate and implement all project activities of the UNODC-WHO Programme on Drug Dependence Treatment and Care;
  • Prepare costed annual workplans, ToRs for contracting service providers, as well as detailed plans for training courses, seminars, workshops, meetings and for provision of equipment in the country when required;
  • Organise the financial and technical support to the development of evidence-based and accessible drug dependence treatment and care (including HIV and AIDS prevention and care as applicable) service delivery networks;
  • Implement assessment of available data collection tools, reporting mechanisms and treatment system, training sessions of data collection focal points for the drug information systems in the country;
  • Support advocacy actions for a policy, legal and community framework favourable to drug demand reduction activities;
  • Identify and establish linkages with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved in research and data collection, drug use prevention, drug dependence treatment and care, including HIV and AIDS prevention and care as applicable;
  • Collaborate closely with the relevant Sections and Branches at UNODC and WHO (Country office, Regional Office and at Headquarters);
  • Monitor the implementation of grant and service contract components of the projects;
  • Ensure regular communication with national counterparts and project partners;
  • Monitor and control the project budget for the national project segment, and prepare budget revisions as required;
  • Validate the supply of equipment and monitor the project’s expenditures, when applicable;
  • Assist in the preparation of documentation and analyze and collate papers and reports, including background materials, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., of the project activities in the country;
  • Carry out general administrative arrangements for the project, including preparation of funding requests and briefs, project progress and implementation delivery rate reports, as well as liaise with regional, national and donor authorities, UN agencies and other international and regional organizations as applicable;
  • Act as an additional resource person and /or moderator in regional workshops, seminars, training courses and meetings;
  • Contribute to and participate in meetings and national events related to drug use prevention, drug dependence treatment and care as well as data collection, research and monitoring and evaluation as applicable;
  • Establish links with relevant UNODC and WHO projects, as well as with relevant external partners in those areas, including civil society organizations and non-UN organizations;
  • Perform other tasks and assignments as necessary.

Required Skills and Experience
Education:

  • Advanced university degree (Master’s or equivalent) in health, human or social sciences (public health, psychology, medicine, social work, education) or related studies in combination with qualifying experience.

Work Experience:

Essential:

  • Experience in public health, medicine, psychology or social work related fields;
  • Minimum of 2 years of professional work experience.

Desirable:

  • Previous work experience or in the field of drug treatment or drug demand reduction, epidemiology, health system data collection, programme management experience (with UN or other international organizations) will be an asset;
  • Previous work experience or collaboration with UN environment, including on project management, would be an asset;
  • Experience and knowledge of the West African context and of the Ivoirian context would be an advantage.

Languages:

  • English and French are the working languages of the United Nations Secretariat;
  • For the post advertised, fluency in spoken and written French is required;
  • Excellent working knowledge of English is also required.

Knowledge of local language(s) would be an asset;

Other skills:

  • Full proficiency in computer skills and use of relevant media software and other applications.
