role PURPOSEReporting to the Senior Manager, Grants Finance, the Manager Grants Finance & Compliance will support a cross-functional project team responsible for quality implementation of complex multi-million dollar grant-funded international development projects.
This is a key role within the team that provides financial management, oversight and analysis for assigned project portfolios while ensuring compliance to donor requirements enabling achievement of various KPI/targets.
Dimensions of the RoleThe Manager, Grants Finance & Compliance also contributes to proposal development for Plan International Canada’s grants portfolio by linking programmatic planning with cost-effective and accurate budgeting following the program’s log frame for interventions, activities and program management.  The position is flexibly based in the WACA Hub, within a Plan International Office and in addition requires extended travel to Plan field offices (up to 25%). This role is offered based on National Employment terms of the candidate’s base location.
Accountabilities
Internal and External Financial reporting (50%) Ensure timely and accurate preparation of donor and other project financial reports and analysis, aligned to qualitative performance analysis. 
Work closely with Plan Country Offices to design reporting that fulfills donor requirements and tracks progress against project goals and objectives.   Prepare monthly reconciliation of Plan International Country Office’s and Plan International Canada’s general ledgers with supporting reviews. Analyse financial reports, identify and evaluate risks and opportunities, and recommend appropriate mitigation measures.  Financial & Risk Management during Project Implementation (45%) 
Identify and monitor project financial risks, and mitigation measures.   
Ensure all project expenditures and contracts are in compliance with the terms and conditions of donor agreements/contracts by conducting regular desk audits as well as occasional in-field audits. Provide ongoing support and training to relevant stakeholders on financial & risk management, reporting and financial compliance with donor agreements. Prepare, coordinate and oversee project audits as requested by donors. Review donor, Plan International Country Office and partner agreements ensuring the financial terms and conditions are compatible with Plan International Canada’s systems and are favourable to quality implementation and reporting. Follow key business processes and ensure project financial data is updated accurately and on time in Plan’s financial systems. Proactively identify process improvement opportunities and support the preparation of standard operating procedures and financial policies and procedures.  Budget Development and Management (5%) 
Lead budget preparation with a focus on appropriate costing models, alignment with proposed activity/staffing plans as well as maximizing cost recovery. 
Ensure clear budget presentation in line with donor guidelines, value for money optimization and clear and identifiable link to programmatic activities and performance. Identify ways to maximize efficiencies within and across projects. Coordinate with Plan International Country Offices, Regional and International Headquarter offices for approval of agreements. Work collaboratively with Program Managers to prepare, review and oversee project budgets and forecasts, ensuring alignment with project activities. Work closely with the Implementation teams to improve current practises. Participate in feedback mechanisms to capture lessons learned from projects in implementation to inform future budget development and build on donor intelligence from a compliance perspective. 

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
EssentialFluency in oral and written French and English is required.  
College or university degree and an accounting professional accreditation are considered an asset (MBA, CA, CGA, CMA, CFA and/or CPA).  Proven experience in project financial management, including financial reporting and analysis, developing costing models/budgets at the project design stage and risk assessment and mitigation for $5M+ Proposals. Demonstrated experience working with a wide variety of international development funding agencies, such as The Global Fund, Global Affairs Canada (including International Humanitarian. Assistance), multilateral agencies and charitable organizations/foundations. Experience in donor financial audits and hands on experience reviewing complex contracts and agreements. Demonstrated understanding of the relationship between the programmatic, operational and financial components of project design. Effective in building and managing relationships and experience working in a matrix environment.  Prior experience in financial management of projects and understanding of project management cycle is an asset. Exceptional cross-cultural, oral and written communications skills. Intermediate to advanced skills in Microsoft Office Suite with advanced Excel skills required. Strong analytical and problem-solving skills. Flexible approach, ability to deal with ambiguity and deliver under very short deadlines.
