Plan International Ethiopia is looking for Roving WASH Construction Coordinator for Country Office who will be reporting to the Project Manager (Social Behavioural Change Communication /Demand creation) .
Dimensions of the Role
The post holder is responsible to coordinate T-WASH infrastructure study, design, planning, implementation and monitoring and evaluation.
Coordinate the development of WASH infrastructure planning works including feasibility study, preparation of the design, drawings, specification and Bill of Quantity (BoQ) of the WASH facilities that will be constructed/rehabilitated with the Transform WASH project in all selected districts and regions.
Prepare cost estimation and detail activity and material break down
Prepare contract agreement and detail work breakdown structure for construction activities/schemes.
Regular onsite level project supervision and quality control, measurement, and timely payment preparation.
Adhere/demonstrate to the organizational and national, international construction contract administration with close communication and coordination with relevant departments.
In collaboration with WASH team, coordinate and lead the WASH infrastructure planning, implementation and reporting of the
Transform WASH Project
Prepare the construction plan according to the prime and donor requirements and ensure the timely submission
Supervise the actual construction/rehabilitation  of WASH infrastructures at the field in all regions (in Amhara, Oromia, Tigray, SNNP,  Somali, Benishangul, Afar , Dire Dawa and Gambela regions;
Coordinate the contractual process and ensure selection of right contractors for the work
Ensure participation of local government stakeholders on rooting quality monitoring  during construction/rehabilitation works
Facilitate capacity building to health facility staff to enable sustainable on proper operation and maintenance of constructed/rehabilitated WASH facilities.
Ensure integration as well as smooth teamwork within and across other country programs.
She/he will ensure a smooth working environment and teamwork within Plan International Ethiopia, the respective field staff and across the Transform WASH partners;
Accountabilities
This should include a series of brief statements that define the end results required. E.g. drive, contribute, identify, manage, responsible for, advise/coach, build, develop, provide, conduct, oversee, establish, participate etc.
Statements should ideally be worded so that they will lead to thoughts of measurement.  For example, it is better to state something like « achieve maintenance standards » than « undertake maintenance ».  The former leads to a measure against the maintenance standards.]
Responsible for quality standard of all construction/rehabilitation works
Monitor construction/rehabilitation quality in line with the standard
Coach project and government staff how to undertake ongoing technical support
Conduct field feasibility study to new project sites
Oversee proper management of construction
Establish and facilitate training to beneficiary health facilities/ institutions.
 Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical expertise, skills and knowledge
Essential
Educational Qualification and Experience
Bachelor’s Degree or above in Civil Engineering, Sanitary Engineering,  Hydraulic Engineering, or related disciplines with at least 5 years relevant experience in water supply and sanitation development, construction supervision and Contract Administration out of which a minimum of 2 years of NGO experience.
Demonstrated experience in the management (feasibility study, design, construction supervision, contract administration etc.) of water supply and sanitation projects and infrastructures.
Experience in contract document preparation, negotiation management, and development of bid documents, Bill of quantities and specification, as well as supervision and administration of projects.
Experience in study, design, supervision and contract administration water supply, sanitation, other building construction works
Experience and Knowledge of using Water CAD, AutoCAD and GPs and GIS software packages
Desirable
Knowledge
Knowledge of the water, sanitation and hygiene sector.
Knowledge and experience in supervising infrastructures.
In-depth knowledge of project cycle management and child centred community development programming.
Knowledge of development issues, trends, challenges and opportunities and implications to community development.
Knowledge of effective participatory Monitoring, Evaluation and lesson learning systems and the process of project cycle management.
Working experience with USAID funded WASH construction projects advantageous
The closing date for the application is March 20, 2019.
