Purpose: How does this post support Plan’s strategy and mission?

Plan International works in 50 developing countries across Africa, Asia and the Americas to promote child rights and lift millions of children out of poverty. Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized, with high quality programs that deliver long lasting benefits by working in partnership with others and operating effectively. Plan International has been working in Jordan since 2016, collaborating with national and international partners to support the recovery and resilience of the Jordanian host population and Syrian refugees by providing Early Childhood Care and Development (ECCD), child protection, and women’s empowerment services.

Plan is seeking a Project Manager for a tentative Dubai Cares-funded project in Jordan “Providing access to quality ECE services for Syrian refugee children and girls & boys from host communities in Jordan”. The Project will seek to increase children’s access to quality KGs, making sure that children go through smooth transition to first grade.

The Project Manager will lead the Project, based at the Plan International Jordan Country Office. He/she will be responsible for the overall management and delivery of the project and coordinating with the Ministry of Education (MoE) and other stakeholders, including EdTech partners. The Project Manager will play a central role in operational program design and lead implementation, ensuring highest standards of program quality.

 

Dimensions of Role:

  • Directly supervises the project team including Curriculum & Training Specialist, and Field Coordinators
  •  Manages relationships with key stakeholders and partners such as the Ministry of Education (MoE), and EdTech partners for the delivery of the ICT component of this project
  • Coordinates and monitors the implementation of activities as per the design and workplan, in line with donor commitments and Plan International’s internal standards for gender aware programming.
  • Manages and disburses the project budget.
  •  Maintains alignment with and meaningful contribution to the achievement of Plan Jordan’s country program objectives through this project.
  • Ensures highest quality in project implementation and compliance with Plan International’s policy on gender equality, child safeguarding, and commitment to child-centred community development.
  •  Ensures compliance in reporting to Dubai Cares, Plan International, Government of Jordan, and non-governmental stakeholders.Responsibilities include:
  • Formulate annual planning, schedules and management systems and refine project activities and budgets following donor rules and regulations.
  • Provide trouble-shooting support for challenges during project implementation.
  • Ensure gender responsiveness in planning, implementation and monitoring of project actions.
  • Represent the project in national forums and platforms, to government and external stakeholders, and within sector working groups.
  • Ensure reporting and program related donor requirements are timely and of high quality.
  • Ensure, through close collaboration with partners, the establishment and implementation of standards of accountability, effectiveness and efficiency in the achievement of Plan’s domains and principles.Communications and Working Relationships:
    Internal:
  • High level of cooperation and coordination with the project team members to ensure the successful implementation of the project.
  • High level of cooperation and teamwork with Plan Jordan Programs Manager and Education Specialist.
  • High level of cooperation with the Plan Jordan finance and administration teams to ensure the provision of timely finance reporting and advice to all partners.
  • High level of cooperation with Plan’s Canadian technical and compliance staff to ensure compliance with Plan’s internal policies and quality standards as well as donor requirements.External:
  • High level working relationships with project’s partners to ensure effective program design during implementation. Good working relations with the ICT Partner and any technical consultants. High levels of communication will be required to ensure consultants deliver in-line with expectations.
  • Opportunities for high level coordination with MoE will be sought and where they exist will need to be effectively utilized to enable strong ownership of program decisions and outcomes.
  • Maintain relationships with national and regional education sector knowledge forums and networks to share project’s outcomes and lessons learned.
  • Relationship with development partners supporting large education initiatives in Jordan to build synergies with The Project to coordinate with other on-going education-related research initiative and enable cross- program learning.Do you have what it takes?
    In order to succeed in this challenging and varied role you will require proven professional experience gained within a humanitarian or refugee context is essential.

 

           Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives
           Knowledge

  •  Strong knowledge and experience (minimum 5 years) in effective management in complex environments
  • Excellent understanding of education issues and relevant major players in Jordan, especially in the context of response to the Syrian crisis.
  • Good understanding of ECE and the primary education sector
  • Understanding of integrated humanitarian and development issues and community development
  •  Strong knowledge and understanding of gender issues, especially pertaining to the education sector
  • Strong knowledge in planning, monitoring, evaluating programs and ongoing developments in evaluation tools and processes for education projectsSkills
  • Excellent English and Arabic writing and speaking skills
  • Proven coordination, facilitation, people management and supervisory skills
  • Proven planning, budgeting, contract management, and monitoring experience for multi-million dollar projects
  • High level conceptual, program design and analytical skills
  •  Experience of research methodology, research design and management
  •  Experience of managing/working within multi-stakeholder consortia
  • Familiarity with history, dynamics and working environment in Jordan and ideally experience within the Syrian crisis response
  • Familiar with transparency, anti-corruption, and accountability processes and their values
  • Relevant university degree or higher education in development, social sciences
