Background
The prorgramme is intended for implementation in urban communities in Cairo, Assiut and Alexandria, with the aim of mainstreaming gender equality with a very specific focus on empowering girls and young women (aged 13 to 24 yrs) to take collective action for systemic change in their cities. Girls and young women, supported by boys and young men (aged 13-24 yrs), will take collective action to claim their right to safe, accountable and inclusive cities and to advance gender equality.
Overall programme objective
The overall objective of this programme is that” Girls and young women in Egypt collectively lead in safe, accountable, and inclusive cities”
By implementing this programme, Plan International Egypt seeks to achieve the following objectives:
Objective 1: Groups of adolescent girls and boys (age 13 to 24 years) are supported by their families and communities to contribute to change social norms around safety and participation of girls in cities.
Objective 2: The participating youth groups gain the essential skills and have access to resources and spaces to meaningfully engage in decision making at various levels.
Objective 3: Government authorities at local, district and national level strengthen the policy framework on girls’ safety and participation in cities.
Key end result and typical responsibilities
Work closely with the programme manager, field officer and implementing partners to ensure that activities are implemented in a coordinated and phased manner.
Develop, implement, oversees and monitors the project, in accordance with the objectives, activities and targets outlined within the proposal and in line with project’s budget.
Manage budgets and monitor expenses for the projects.
Forecasts and follows up on expenditures related to the projects and participates in budgets revision exercises.
Field monitoring visits to Plan’s and partners’ activities on regular basis.
Identifies logistic and admin support needs related to the project and communicates these to the programme manager and relevant admin support person.
Lead the work planning process with partners and coordinate between partners to ensure complementary activities and sequencing among activities.
Frequently revise the work plans ensuring proper sequencing of activities and timelines.
Provide coordination and administrative support in developing and carrying out partner staff training and development.
Managing the technical and managements with all partners, ensuring that the activities are synergized, organized and managed optimally while at the same time operated in compliance with donor requirements and relevant guidelines.
Ensuring all support documents (means of verification) and general project documents are properly filled in and filed.
Ensure quality technical inputs into the design and delivery of the program activities including field implementation.
Produce monthly, quarterly and annual reports for both internal and external purposes as per donor requirement.
Provide technical support for the project including planning, coordination and monitoring/evaluation of all project activities in close relation with programme manager, field officer and other related Plan staff.
Follow monitoring and evaluation framework for the project in coordination with the M&E department.
Work closely with technical focal points to ensure support, capacity building, and training development for partner staff.
Maintain coordination and communication between project team and partner staff for ensuring the quality of processes and outputs.
Managing Plan’s partnership with different partners related to the project.
Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
Provide the technical needed support and guidance to project’s field officer.
Undertake all other duties that may be determined by the line manager and head of Mission and that are compatible with the job.
 Dealing with problems:
Complexity of problems handled & the degree of investigation, analysis, & creative thinking required solving them
Research and analyse community profiles.
Communications and Working Relationships:       Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
  Internal:
All departments within Plan Egypt.
This position works closely with Program Unit Team (High) External.
External:
Community Partners and government Entities
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s   Objectives:
Knowledge:
A degree in Social Sciences, Development Studies or related discipline.
A relevant post graduate qualification is desirable.
 A minimum of 2 years managerial experience at a similar level preferably in an NGO environment is desirable. Prior experience and knowledge of -funded projects will be an advantage.
Good knowledge of project management and budget planning Skills
Understanding of and ability to analyse the social and political structures, dynamics and power relations that enable/exclude girls and boys to/from enjoying the fulfilment of their rights and equality
 Understanding of national policies related to children rights and girls equality.
Understanding of causes and consequences of gender discrimination, exclusion and inequality and how they contribute to the non-realization of children’s, adolescents’ rights and developing practical strategies to address them
Understanding of the evolving capacities and developmental stages of children, adolescents and young people
 Skills:
Excellent English language writing and speaking skills
 Proven skills in the management of effective and motivated teams
 Reports writing skills
Proven analytical skills in result-oriented task prioritization and problem solving
 Strong communication, planning and organizational skills
Ability to apply participatory development and influencing methods
Understanding and ability to apply good principles of project cycle management including monitoring, evaluation and learning
Ability to plan and effectively and efficiently use financial and other resources within organizational and donor requirements
Ability to identify diverse, relevant external actors to work with and understand the purpose and implications of working with them
Ability to develop stakeholder capacities
Ability to work collaboratively with others
