Spikes in hunger are evident in West and Central Africa which has seen a 135% jump in the number of food insecure people. According to the Economic Community of West African States (ECOWAS), the number of people at risk of food insecurity and malnutrition could increase from 17 to 50 million people between June and August 2020. 15.4 million cases of acute malnutrition in children under five years old are expected in 2020 in West and Central Africa if adequate measures are not put in place now. This increase is largely explained by Covid-19, climate shocks such as droughts and floods, and increasing tensions and insecurity. With an additional 7 million people acute food insecure (IPC phase 3 and above) by the end of 2020, acute food insecurity is at all-time high across Sahel at more than double of 2019– particularly among 3,000,000 people already displaced, including over 820,000 refugees.

The Food Assistance in Emergencies Specialist will be part of Plan’s Disaster Risk Management (DRM) programme, and will report to the DRM Head in Plan’s West and Central Africa region (WACA) in Dakar, Senegal.

The Specialist will be home-based for the first three months of the assignment, after which an assessment will be made as to whether the Specialist can be deployed to one of the countries in the region

Les pics de faim sont évidents en Afrique de l’Ouest et du Centre, qui a connu une augmentation de 135% du nombre de personnes en situation d’insécurité alimentaire depuis le début de cette année. Selon la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO), le nombre de personnes à risque d’insécurité alimentaire et de malnutrition pourrait passer de 17 à 50 millions de personnes entre juin et août 2020. 15,4 millions de cas de malnutrition aiguë chez les enfants de moins de cinq ans sont attendus en 2020 en Afrique de l’Ouest et centrale si des mesures adéquates ne sont pas mises en place maintenant. Cette augmentation est en grande partie expliquée par Covid-19, les chocs climatiques tels que les sécheresses et les inondations, et l’augmentation des tensions et de l’insécurité. Avec 7 millions de personnes supplémentaires en insécurité alimentaire aiguë (phase 3 de l’IPC et plus) d’ici la fin de 2020, l’insécurité alimentaire aiguë est à un niveau record dans tout le Sahel à plus du double de 2019 – en particulier parmi 3 000 000 de personnes déjà déplacées, dont plus de 820 000 réfugiés.

Le spécialiste de l’assistance alimentaire en situation d’urgence fera partie du département de Gestion des Risques de Catastrophe (DRM) de Plan et relèvera du chef de la DRM de la région Afrique de l’Ouest et du Centre (WACA) de Plan à Dakar, au Sénégal.

Le spécialiste sera basé à domicile pendant les trois premiers mois de la mission, après quoi une évaluation sera faite pour savoir si le spécialiste peut être déployé dans l’un des pays de la région.
