Job Description

The Malaria and Neglected Tropical Diseases (MNTD) program, as a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, supports national programs, and builds evidence and data to empower national governments to pursue malaria elimination.  PATH is seeking a highly motivated individual to support its growing Malaria portfolio in Senegal.

PATH is seeking a Senior Finance and Operations Manager to provide support for project activities in Senegal and west Africa region, for a fixed term employment of 1 Year renewable. The Sr.  Finance and Operations Manager will provide financial, operational, and contractual  support to the Malaria and NTD team in Senegal, supporting project activities for the Malaria and Neglected Tropical Diseases (MNTD) program and west Africa including the Senegal Country program. The Sr.  Finance and Operations Manager will work closely with project staff to support project activities, day-to-day project operations, and tracking of contractual and financial deliverables ; additionally, they will work with team leaders, technical team members, and the Business Development  partner to develop proposal budgets for new opportunities. S/he will provide guidance regarding donor requirements on Grants, Contracts and Cooperative Agreements; ensure financial allowability, allocability, and reasonableness of costs; and provide oversight and guidance to financial management practices. This position will supervise a project administrator, and report to the West Africa Regional Malaria Director.

Responsibilities:

Operational Oversight

  • Identify, report, and address project financial and administrative issues and risks in a timely manner, in collaboration with relevant RPM and team leaders.
  • Develop in-depth understanding of PATH policies and procedures as well as donor rules and regulations.
  • Liaise with all PATH business units (Procurement, Finance, Office of Grants & Contracts, donor reporting) as it relates to assigned portfolio.
  • Participate in program development and proposal writing and budgeting, as needed.
  • Manage closeout of projects within portfolios, including monitoring final project expenses and ensuring receipt of all deliverables by sub-recipients and consultants.

Financial management

  • In coordination with project leadership, develop budgets and financial reports and advise teams on long-range budget/planning issues; monitor expenses and budgets; and conduct financial analyses including forecasting and pipelines.
  • Develop quarterly cash expenditure projections, in accordance with PATH procedures, for use in the PATH Zambia quarterly cash request.
  • Contribute to donor narrative reporting.
  • Prepare financial reports and accompanying narratives in accordance with donor reporting requirements and internal PATH rhythm of business requirements
  • Assist with internal and external audits and take prompt action to respond to findings.
  • Develop, track, and monitor project budgets (including internal initiatives) in Business World.
  • Oversee preparation of financial transaction documentation to ensure it is complete, accurate, and complies with applicable polices and internal procedures; review documentation prepared by other team members to ensure quality of work, including accuracy, attention to detail, and compliance.
  • Approve project expenses in Business World in line with PATH and donor policies.
  • Review project expenses and conduct variance analysis to ensure efficient burn rates, sharing updates with Responsible Project Managers (RPM) monthly or as requested.
  • Forecast project expenditures in support of pipeline analysis monthly or as requested.
  • Provide monthly cash flow projections relevant to projects.

Contracts management

  • Manage contractual and procurement processes, including (but not limited to) solicitations, subagreements, subcontracts, purchase orders, work orders, and consultant agreements, memorandums of understanding, and secondment agreements in compliance with PATH policies and donor regulations.
  • Review and support the development of scopes of work and recommend payment mechanisms.
  • Monitor and report progress against contract and agreement SOWs, budgets, reporting, payment schedules and deliverables.
  • Negotiate and monitor complex collaborations with public and private organizations and funders.
  • Participate in funder and partner meetings to advise on operations processes and monitor for potential compliance risks.
  • Communicate with donors regarding administrative and financial requests and obtain appropriate donor approvals as required.

Implementation Support to Project Activities

  • Work with technical staff to plan the administrative and financial resources required for work plan activities; and work through established channels and procedures to put those resources in place.
  • Facilitate processing of transactions by PATH Senegal, liaising with the PATH Finance Manager for processing and generation of payments for all the project activities.
  • Coordinate payments to advance recipients for local travel, workshops, and fieldwork activities, and support toward appropriate management and reconciliation of field advances.
  • Coordinate PADM, Program Assistant, and other administrative and operational support staff to plan and coordinate full range of logistics for workshops, meetings, & field work exercises; develop detailed budgets for activities using established formats; manage cash disbursements to meeting, workshop, and field work exercise participants; prepare financial reports of workshops, meetings, and field work exercises.

Other

  • Serve as a key contact on administrative and financial matters for the project team, external collaborators and donors
  • Represent PATH externally to collaborating partners and donors.
  • Build operational capacity of country and regional partners through organizational development.
  • Supervise and mentor junior finance and administrative staff.
  • Support West Africa Regional Malaria Director and technical teams to respond quickly to business needs for information, budgets, or contracting mechanisms.
  • Coordinate between team leaders and HR for recruitment and hiring of project staff/consultants.
  • Orient technical staff on project’s contractual, financial, and administrative systems/tools, and provide periodic updates on the same.

Required Experience

  • Minimum of 10 years’ experience in a senior financial/administrative role overseeing compliance with donor and institutional guidelines and policies for large international health projects
  • Sound familiarity and knowledge of USAID and BMGF policies and regulations and demonstrated ability to work with USAID, BMGF and other donors.
  • Ability to support team relationships with host country government Ministries and institutions, bilateral and multilateral organizations, and collaborating partners.
  • Demonstrated experience providing financial/administrative oversight of activities across a portfolio of projects
  • Experience providing leadership on resource leveling and recruitment of new project staff and identifying possible new projects and sources of funding.
  • Proven experience directing diverse teams, and monitoring performance management.
  • Bachelor’s degree in finance, management, business administration, or a related field with relevant experience.
  • Expertise with financial software, including Excel, Business World and Salesforce.
  • Excellent oral, written, and presentation skills in English and French.
