Objectives

Objective 1: Land and natural resources governance improved – The high rate of deforestation and forest degradation in PNG, as well as most of the challenges in the country’s forest sector, are caused by poor governance of land and natural resources, especially forests, and corruption.
Objective 2: Environmental sustainability of the forest industry increased – Most forest activities in PNG are environmentally unsustainable due to low rates of implementation and enforcement of forest policies and regulations, and loopholes in the policies and regulations themselves. Illegal forest activities have direct, indirect, and cumulative impacts across social, economic, political, and environmental dimensions.
Objective 3: Rights of communities regarding natural resources management protected Good forest governance requires transparency, accountability, public participation and recognition of rights. This involves the transparency of processes and operations in the sector and the availability of information that facilitates public participation, improves planning, and enables accountability to stakeholders.
Funding Information

USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity.
Subject to funding availability and at the discretion of the Agency, USAID intends to provide not more than $16 million in total USAID funding over a five (5) year period.

Applicants shall incorporate these guiding principles in their applications:

Private sector engagement – Consistent with USAID’s Private Sector Engagement Policy, USAID implementing partners will engage and build relationships with private-sector partners. This may include due diligence to bring in commercial partners that offer unique value.
Gender – Consistent with USAID’s Gender Equality and Female Empowerment Policy and related guidance, as well as the Women’s Entrepreneurship and Economic Empowerment Act of 2018, USAID requires that proposed activities be sensitive to gender dynamics. Applicants must explore opportunities to advance gender equality and female empowerment in designing new approaches.
Innovation, adaptation and evidence-based implementation – USAID endeavors to support activities that utilize data and evidence to inform and carry out interventions with the greatest chance of success. Collecting, measuring and using data and evidence will be important for developing policies and interventions. USAID requires potential partners to use collaborating, learning, and adapting (CLA) approaches.
Capacity-building – USAID supports approaches that strengthen Papua New Guinean organizations, including but not limited to national institutions, local government units, and civil society and private sector organizations.
Partnering with local organizations and non-traditional partners – USAID-supported activities shall establish partnerships to expand the reach of civil society and private sector organizations, and to better promote collaboration between state and non-state actors in democratic governance.
Sustainability and self-reliance – USAID seeks to advance the ability of a country, working across sectors, including government, civil society, citizens, and economic actors, to solve its own development challenges. USAID assistance is oriented to support a country’s own transition towards self-reliance, as reflected in the relative capacities and commitment of key actors and institutions.
Climate risk assessment – Climate risk management (CRM) is required for all USAID-supported activities with limited exceptions. Climate risk is the potential for negative consequences on activity objectives and/or outcomes due to changing climatic conditions. The focus of climate risk management at USAID is on the risk to USAID development programming.

The United States Agency for International Development (USAID) Mission to the Philippines, Pacific Islands, and Mongolia is seeking applications for a Cooperative Agreement from qualified U.S. and Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-U.S. organizations to implement a project entitled “Papua New Guinea (PNG) Sustainable Landscapes (SL) Activity).” USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
