Description JOB PURPOSE
The Community-based Protection (CBP) Mentor supports field teams in humanitarian responses to strengthen the CBP capacity of Oxfam and partner protection teams, enabling them to design, implement and monitor context-specific CBP initiatives in line with Oxfam’s approach to protection and community engagement. The role will be home based, with between 50-60% of travel.To foster an appropriate working culture built on Oxfam’s values, respectful and cognisant of power imbalances internally and between Oxfam, our partners and the communities we serve.

KEY RESPONSIBILITIES
Please note this post-holder will be required to work in both English and French and we will not interview candidates who are unable to meet this requirement. Interviews will be held in both French and English.

Mentoring and Capacity-building
• Mapping and analysis of Oxfam CBP initiatives worldwide identifying key approaches and partnership models
• Defining skills and knowledge required for CBP programming and carrying out a learning needs assessment for CBP capacity building needs and gap within Oxfam and partners
• Building the capacity of, and draw on the learning and experience from, Oxfam and partner staff on CBP through mentoring, coaching, training
• Providing technical guidance to Oxfam and partner protection teams on CBP during field deployments through coaching, accompaniment, mentoring, training, peer to peer support and other forms of capacity-building support.
• Providing technical guidance to Oxfam and partner protection teams on piloting CBP mini grants

Development of Capacity-building tools
• Promote collaborative working relationships with relevant country protection teams and and partners in coordination with PST and Regional Protection Advisers
• Support the development and delivery of CBP initiatives through learning workshops, context and conflict analysis and/or facilitating exchanges between different experiences/countries
• Ensure all CBP work includes a strong gender and power analysis and works to promote women’s rights and gender equity as appropriate.
• Ensure that all CBP work contributes towards Oxfam’s goals on local humanitarian leadership and promotes collaborative, mutually respectful partnerships which acknowledge and build on partners expertise and knowledge
• Track, collect, organise and share all information, learning and knowledge developed in CBP work
• Work with field teams and partners to collaboratively develop a CBP toolkit in a suitable medium and languages and share within Oxfam and externally as appropriate
• Contribute to the wider Community Engagement approach for Oxfam’s humanitarian responses
• Ensure CBP work used a Safe Programming approach, actively manages risks and is sensitive to gender and other power dynamics
Monitoring, Evaluation and Learning
• Work collaboratively with field-based protection staff and partners to document and share experience eg. through blogs, webinars, case studies, secondments and structured exchange visits
• Foster an appropriate working culture built on Oxfam’s values. (for all) respectful and cognisant of power imbalances internally and between Oxfam, our partners and the communities we serve.
• Work with the GHT protection team to develop a MEAL framework for CBP based on feminist principles and a methodology for internal learning reviews and peer evaluations building on existing experience and sector technical guidance
• Contribute to and support field-based learning reviews and evaluations

Other
• Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.
• Desire to work collaboratively with others, and to use the power and influence in this role to enable others and showcase, recognise and promote the skills, experience and knowledge of community volunteers, partners and national staff members.
• Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
• Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights

SKILLS, EXPERIENCE AND KNOWLEDGE
Minimum requirements:
Candidates should have the ability and willingness to deploy to areas affected by crisis, including conflict zones for periods of between 4 and 12 weeks for 50-60% of working days

Essential
• Extensive emergency response experience including situations of armed conflict.
• University degree or equivalent in a relevant subject
• Excellent understanding and experience working on community-based approaches to protection
• Extensive emergency response experience working in acute contexts (both conflict and natural disasters) including insecure environments and with partner and community-based organisations
• Demonstrable expertise and extensive experience in capacity-building and mentoring of field staff and national partners in a humanitarian context
• Excellent written and spoken English and French (interview will be conducted in both languages).
• Knowledge of and commitment to global justice, social change, women’s rights and gender equality and to delivering humanitarian work through a feminist approach
• Knowledge of and demonstrated commitment to Oxfam’s values, mission and work
• Experience in developing capacity-building tools and materials for multi-cultural audiences
• Project management including budget management and field-based community grant administration
• Excellent understanding of gender in conflict and disasters including the ability to analyse gender issues in a protection context and incorporate gender into all key responsibilities;
• Technical knowledge and understanding of protection including relevant international standards (e.g. International Humanitarian Law)
• A proven ability to work in multi-cultural teams, in difficult and stressful environments.
• An ability for creative problem solving and innovation in complex and /or restrictive working environments and to negotiate and influence internal and external audiences

Desirable
• Experience and understanding of MEAL including participatory and feminist approaches and of knowledge management
• Expertise in conflict analysis, conflict sensitivity, disaster risk-reduction, field research and/or international advocacy an advantage.
• An advantage if the candidate can communicate fluently in Arabic or Spanish
