Duties and ResponsibilitiesBackground/Duties and Responsibilities:The Centre of Excellence for Digital ID, Trade and Economic has been established to drive digital initiatives at the Economic Commission for Africa, Headquarters in Addis Ababa. The Centre’s programmes drive digital transformation initiatives to support member states in making full use of the many opportunities of digitalization to meet their socio-economic targets and commitments to SDGs and Agenda 2063. These initiatives include, Digital ID, National Digital Transformation Strategies, eCommerce, AI Research, 5G Trials, Digital Interoperability, Harmonization of Policy & Regulation, and ePayments, all to support Member States in responding to COVID-19 and building forward better.
The center’s work is anchored on harmonizing standards, regulation, infrastructure, and capacity development on the African continent to develop digital identity, electronic Civil Registration and Vital Statistics (e-CRVS), and the economy. To achieve the digital transformation goals at the sub-national, national, and continental levels, a holistic, interoperable, and sustainable civil registration, vital statistics, and identity management system is required. Since January 2022, the Digital Center for Excellence is integrated within the Technology and Innovation Section of the Division on Technology, Climate Change and Natural Resources Management (TCND). Seated within the Digital Center of Excellence, the communications consultant will play a key role of capturing the fast-evolving developments within the center and divisions and help materialize them into visible and visible communication deliverables.
Duties and responsibilities of the consultant
Under this role, the Consultant reports to the Chief of the Technology and Innovation Section or the designated relevant responsible officer:
• Capture specific communication deliverables and reflect that into the work of the Digital Centre of Excellence in a way that’s accessible to partners, key stakeholders, donors, financiers, and the public at large in the target member States.• Provide communication consultations and technical support expanding the visibility of the work of the Digital Center. Identify key events and other opportunities to increase the center’s digital visibility such as international days and partner events, webinars, online forums, ideations groups…etc. that can help gather insights from diverse stakeholders and actors.• Develop specific communication materials such as Flyers, banners, brochures, and newsletter• Provide Social Media content support for the various events and activities of the Digital Center and the section as a whole• Develop web content and engage with the ECA’s communications and publication team for its publication• Provide graphic design and content development support for the various deliverables, reports and outputs of the Digital Center and the section as a whole. i.e. define the visual identity and brand guideline for the center by working with internal resources or external agencies as required.• Perform other communications deliverables as required.
Qualifications/special skillsAcademic Qualifications: Advanced degree (Master’s degree of equivalent) in Communication, Visual media technology, Arts and Graphs or related field or other relevant area is required. A University degree Communication, Visual media technology, or Arts and Graphs field or related field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.Experience: A minimum of 5 years work experience in the area of Graphics design and communications materials development is required.Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Master Collection programs including InDesign, Illustrator, Photoshop (expert level), web design tools such as Dreamweaver and flash (intermediate level) is desirable.Show a clear and mature style of design, demonstrating an understanding of the communication requirements of a UN agency is desirable.Proven experience of graphic production from concept development level to published/printed product with knowledge of printing processes (offset and digital) and color management is desirable.Capable of synthesizing a body of information into coherent condensed, and easily-understandable content for communication is desirable.Knowledge of standard software packages, including MS Office– MS Access–MS Visio–Adobe Acrobat is desirable.Work experience in the UN system or other regional or international organizations is an asset is desirable.Language: English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
