Context:The European Union (EU) and IOM developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). This initiative aims to protect the safety, dignity and rights of migrants along the Central Mediterranean Route and to contribute to improving the reintegration of returning migrants through an innovative approach. This will be achieved through different types of intervention, including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration into communities of origin, dissemination of accurate information on migration to migrants, potential migrants and communities, and data collection on migration flows. The Joint Initiative also aims to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants, with a view to improving the governance of migration in the region.
Under the overall supervision of the Chief of Mission and direct supervision of the EUTF Project Manager; and, in close coordination with the Senior Reintegration Officer, the incumbent will be responsible for Reintegration and Liaison mechanisms in the field of Reintegration Assistance (RA) and foster the sustainability of reintegration programmes in Mali.
Core Functions / Responsibilities:
In particular, he/she will perform the following duties:1. Acquire information and perspectives from government entities, key actors and organizations on RA related matters, creating relationships of trust and understanding that underpin effective coordination and collaboration and support the monitoring and tracking of RA activities at different levels.2. Formulate new (or strengthen existing) and implement partnerships, cooperation protocols, strong coordination mechanisms to support RA activities and reinforce national and local ownership of reintegration initiatives in Mali which are guided by the IOM Framework for Assisted Voluntary Return and Reintegration and related development.3. Strategically engage with reintegration stakeholders and develop their capacities to improve the effectiveness of activities and promotes the continuity of reintegration interventions beyond programme implementation.4. Lead the establishment of new engagement of the RA related activities with non-traditional partners and promote joint work and outreach.5. Lead the enhancement of national capacity building, knowledge building and sharing of good practices at national, regional and global level.6. Work closely with Reintegration/Protection Unit to contribute to the regular coordination and support to RA activities.7. Mobilize resources and support the strategic positioning of IOM Mali by regularly identifying funding opportunities, preparing relevant press releases and communications, and recommending events that are of interest to IOM Mali in the field of RA.8. Supervise all staff and contractors within the RA activity aiming at fostering the sustainability of reintegration assistance RA Programmes in Mali.9. Represent IOM at meetings, external partner meetings, and/or thematic seminars and conferences and transfer information to relevant colleagues/units.10. Ensure the organization conducts meetings, events and capacity building activities related to the RA Area.11. Undertake duty travel as required, for activity site review and other duties concerning RA.12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or• University degree in the above fields with nine years of relevant professional experience.
Experience• Proven professional experience and trainings in the field of Reintegration Assistance (RA) and partnership engagement;• Experience working with international organizations, in development, implementation, evaluation, Knowledge Management and/or project implementation and management;• Experience in liaising with governmental authorities and local communities, as well as national and international institutions;• Experience working within the organizations of the UN Common System, European Union bilateral cooperation and European Union Member States;• Field experience is a distinct advantage; and,• Familiarity with the region an asset.
Skills• Ability to travel to the field.• Knowledge of partnership engagement, preferably in the field of migration is a requirement;• Knowledge of Reintegration Assistance (RA) is an advantage;• Knowledge of MS Office suite (word, excel, PowerPoint, outlook, etc);• Knowledge of the Humanitarian and Development Nexus;• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;• Knowledge of UN and bilateral donor programming; and,• Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient inEnglish and have at least a working knowledge of one additional UN Language (French,Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English and French is required (oral and written). Working knowledge of local language a distinct advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
