Context:
Since March 2017, the IOM Office in Addis Ababa, Ethiopia has been implementing the EU-IOM (EU)-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa (hereinafter the Joint Initiative (JI)) program, funded by EU Trust Fund (EUTF). The aim of the program is to contribute towards facilitating orderly, safe, regular and responsible migration management through the development and implementation of rights-based, development-focused sustainable return and reintegration policies and processes. The initiative also helps returnees reintegrate into the community economically, socially and psychosocially and assists them in staying in an environment of safety and security.
The programme is mainly implemented in regions highly affected by migration and a source of potential migrants and returnees in Ethiopia. These are:  Amhara, Oromia, Southern Nations, Nationalities, and Peoples (SNNP), Somali and Tigray Regional States as well as Dire Dawa City Administration.
For the implementation of the programme at Federal level, IOM is engaging the National Anti-human trafficking and Smuggling taskforce, and the Protection and Reintegration working group which brings together various government and non-government institutions working in this area.   At regional, zonal and woreda levels, IOM coordinates closely will various government structures with reintegration and related mandates at each administrative level Bureaus for Labour such as and Social Affairs; Health; Women, Children and Youth Affairs; as well as Rural/Urban Job Creation Offices, Technical and Vocational Education and Training; Micro-finance institutions and others.
Under the overall supervision of the Chief of Mission and Representative to African Union (AU), United Nations Economic Commission for Africa (UNECA) and Intergovernmental Authority on Development (IGAD), and the direct supervision of the Programme Coordinator (Reintegration Facility) in the mission, the successful candidate will be responsible for acting as a team leader for the Joint Initiative’s protection team. The protection team will work closely with beneficiaries of the programme (returnees) and relevant government and non-government stakeholders.
Core Functions / Responsibilities:
1. Contribute towards strengthening IOM’s protection work in the area of return and reintegration and support the sustainable reintegration of vulnerable returnees – including migrants released from detention, victims of trafficking, elderly people, unaccompanied migrant children and migrants with health-related needs.
2. Coordinate the protection team, comprised of child protection officers, case workers, psychosocial counsellors, social workers, etc. and check that direct assistance services offered to returnees is well coordinated, timely, relevant and addresses the needs of returnees.
3. Provide inputs for the development of and support the implementation of Joint Initiative (JI) protection strategies and work plan and integration of protection activities within IOM migrant’s assistance and reintegration work ensuring regular follow up of specific cases, including upon migrants’ return.
4. Coordinate closely with other JI team leaders to contribute to strengthening programme complementarity, collaboration and joint intervention where feasible and necessary.
5. Participate in the identification of capacity building needs of government and non-government actors involved in providing assistance and protection to vulnerable migrants and returnees.
6. Contribute towards promoting programmes and activities that support and favour tailored, sustainable and balanced reintegration of migrants in their place of origin and facilitate their protection upon return.
7. Participate in and assist with the implementation of capacity building activities to improve IOM staff capacity to promote and protect rights of returnees. Main area of focus may include counter-human trafficking, child protection, assistance and protection to stranded migrants, migrants released from detention, return and reintegration services.
8. Participate in inter-agency/national protection fora and monitor their systematic reporting and appropriate resolution particularly through specific and/or joint activities.
9. Contribute to the development of and ensure proper utilisation and implementation of relevant documents, standard operating procedures, manuals, guidance notes, tools and methodologies in the implementation of project activities and facilitate the efficient mainstreaming of protection.
10. Coordinate response to individual cases of concern and refer or treat them as appropriate (e.g. screening, interview, counselling, referral or assistance, depending on programme capacities) when needed and feasible.
11. Provide technical inputs and information for the development of communication/sensitization campaigns and implement activities in collaboration with the communication team in Ethiopia and in the regional office.
12. Assist in maintaining strong contacts with national and international partners in the area of protection, following up on existing partnership agreements in order to promote IOM protection activities, facilitate the implementation of ongoing activities and contribute to the development of new areas of collaboration.
13. Monitor developments in the relevant thematic areas, in close collaboration with the Programme Coordinator, Regional Office and Regional Thematic Specialists and identify and document emerging issues.
14. Undertake duty travel related to project/programme coordination, monitoring or evaluation.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Sciences, Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project management (including budget management), particularly projects related to migrants’ protection (Counter Trafficking, Child Protection, Assisted Voluntary Return and Reintegration (AVRR));
• Experience in liaising with governmental, diplomatic authorities, UN integrated missions, humanitarian and human rights actors as well as UN and civil society partners;
• Experience in development and implementation of capacity-building activities;
• Experience in working directly with beneficiaries;
• Experience in developing and implementing communication/sensitization activities;
• Sound and proven understanding of internal and international migration issues in the continent or sub-region and related issues.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or Ethiopian local language  is an advantage.
