Context:
Since 1995, IOM has been working in partnership with the Government of Ethiopia, the UN Economic Commission for Africa (ECA), the Intergovernmental Authority for Development (IGAD), the African Union (AU), migrants, and other stakeholders to uphold the rights and needs of migrants, promote the benefits and address the challenges of migration, and mitigate the related risks to the advantage of all.
To enhance the African Union Commission’s (AUC) capacity to conduct its migration work, the IOM has entered into an agreement with the AUC to strengthen the regional organization with professional staff for its Labour, Employment and Migration Division. The Division supports the Commission’s work on migration related issues relevant to the African context, such as readmission, return, integration and reintegration of migrants, including migrant workers.
Integration, readmission and reintegration of migrants is a central issue in Africa, aggravated by the situation if stranded migrant in Libya. The Commission, in collaboration with international partners such as European Union (EU), IOM and United Nations High Commissioner for Refugees (UNHCR), is deploying significant efforts to ease the safe and human return of migrants stranded in Libya. The main concern of the Commission is to ensure sustainable reintegration which enhance the resilience of the persons, including sustainable reintegration in the labour markets.
The au Migration Policy Framework, the UN Global Compact on safe, Orderly and Regular Migration contain specific provisions on integration, readmission and reintegration of returning migrants with respect of their human rights. Ce Commission intends to engage in the implementation of these provisions in order to enhance the comprehensiveness, synergy and complementarity in the implementation of its policies and international commitments. The recruited staff will assist in achieving these goals.
Under the overall supervision of the Chief of Mission to Ethiopia and Representative to the African Union, IGAD and United Nations Economic Commission for Africa (UNECA) and the direct supervision of the Programme Coordinator (Mixed Migration) in IOM, the successful candidate will be responsible to direct the Migration Unit’s work on integration, readmission, return and integration of migrants.
Core Functions / Responsibilities:
1. Coordinate the AUC’s participation, in collaboration with the IOM, in activities related to integration, return, readmission and reintegration of returning migrants in collaboration with IOM and International Labour Organization (ILO), develop standards and procedures, based on law and policy, for the return, re-admission, integration and reintegration of all categories of migrants in line with relevant International legal instruments; Enhance regional cooperation in the area of integration, return and re-admission and ensure that returns are undertaken in a humane, gender-responsive and orderly manner.
2. Promote establishment of inter-State and intra-regional procedures, based on law and policy for the integration, return, readmission and reintegration of migrants.
3. Identify, to the maximum extent possible, measures to encourage and facilitate voluntary departure and return.
4. Promote comprehensive socio-economic, psychological, legal, and orientation services to returning women and girls, before, during and after the returning process, with the aim of facilitating their reintegration.
5. Keep abreast of, analyze and provide advice on integration, assisted voluntary returns and reintegration developments in Africa.
6. Direct the preparation of responses to ad-hoc requests from AU member states, sub regional and continental bodies on issues of integration and assisted voluntary return and reintegration.
7. Coordinate the drafting process of papers on integration, reintegration, assisted voluntary returns issues.
8. Supervise international and support staff.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Economic Sciences, Social Sciences, Political Sciences, Law, International Relations, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Working experience in providing support to national efforts in training/capacity building operations;
• Experience in integration, assisted voluntary returns and reintegration, especially in Africa;
• In-depth knowledge of African migration issues, especially in integration, assisted returns & reintegration;
• Experience in team work;
• Ability to work in a multicultural environment.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
