Context:
Under the overall supervision of the Head of Operations in South Sudan, the direct supervision the Programme Coordinator (Displacement Tracking Matrix (DTM) and the administrative supervision of the Head of Sub-Office, the successful candidate will be responsible for supporting all operational aspects of DTM operations in Bentiu in close coordination with the IOM South Sudan DTM team.
Core Functions / Responsibilities:
1. Support oversight and team management for the Displacement Tracking Matrix (DTM) Programme in Bentiu.
2. Contribute to the development and maintenance of data collection tools, methodologies and standard operating procedures to facilitate operations.
3. Monitor Bentiu-based Biometric Registration, Verification, and Authentication operations and guide the implementation of other DTM components such as Flow Monitoring, Mobility Tracking, and Surveys based on context and displacement analysis and in line with humanitarian and transition stakeholder priorities.
4. Undertake capacity building, field support and monitoring missions to maximize performance of DTM field activities.
5. Collaborate closely with IOM staff from other programme units and humanitarian and transition partners to optimize the utility and impact of DTM, particularly in relation to rapid response missions, programme planning and linkages to transition programming, including integration of protection and cross- cutting indicators.
6. Liaise with relevant Government of South Sudan authorities including the Relief and Rehabilitation Commission (RRC), United Nations Mission in South Sudan. (UNMISS), United Nations (UN) agencies, Non-Governmental Organizations (NGOs), donors and other stakeholders on matters related to displacement data collection and management.
7. Contribute to drafting of DTM reports and provide contextual information through which to situate the primary data collected.
8. Ensure information sharing and dissemination of DTM products to all relevant channels in line with Data Protection Policies.
9. Ensure compliance of the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
10. Participate in and present information at coordination meetings, including the Inter-Cluster Working Group (ICWG), related to DTM. Consult with field partners on priorities to better adjust DTM programming to partners’ information needs.
11. Contribute to the development of project proposals, project updates and final reports to donors, as well as to the drafting and tracking of project budgets and financial requirements as required.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Previous experience on Displacement Tracking and Monitoring, Capacity Building and Information Management is a requirement; • Previous experience with biometric registration processes a strong advantage; • Professional experience in coordinating multi-cultural teams and field-based staff;
• Previous experience working in hardship duty stations;
• Computer knowledge use including Microsoft Office, Google Earth and ability to use internet and email;
• Knowledge of Open Data Kit (ODK), KoBo Collect applications, BRaVe and use of personal digital assistants (PDAs);
• Familiarity with mobile data collection technologies and Global Programme Support (GPS);
• Familiarity with South Sudan and/or East and Central African political and cultural context;
• Excellent communication skills, efficiency and flexibility;
• Ability to work under pressure; Attention to detail and quality and capacity to meet deadlines.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
