Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
The Initiative will aim to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.
A major component of the Joint Initiative is the provision of sustainable reintegration assistance to more than 20,000 migrants in the targeted countries. IOM views that reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity. In the Framework of the EU-IOM Joint Initiative (JI), IOM has established a Regional Coordination Unit in the Regional Office in Dakar to ensure the consistent management and proper coordination among the targeted country offices.
Under the overall supervision of the Emergency Trust Fund for Africa (EUTF) Regional Coordination Officer, the successful candidate will advise and support the Regional Coordination Unit in Dakar and country offices on reintegration as well as on project management and reporting.
Core Functions / Responsibilities:
A. Reintegration
1. Support Country Offices in the adaptation and implementation of the Framework Standard Operating Procedures (SOPs) on Assisted Voluntary Returns and Reintegration (AVRR), either remotely or through ad-hoc missions, in agreement and coordination with Regional Office (RO) Dakar’s Programme Coordination Officer.
2. Provide training on the Framework SOPs and participate in regional workshops, if requested and in agreement and coordination with EUTF Regional Coordination Officer.
3. Provide technical advice and guidance for reintegration assistance for migrants in vulnerable situations, including collection of best practices/roll-out of global tools in West and Central Africa (WCA).
4. Promote exchange of experience and good practices among targeted IOM Missions.
5. Guide IOM Missions in targeted countries in completing “reintegration info sheets” (or similar) to provide information on reintegration options to migrants in countries of destination.
6. Develop and guide IOM Missions in targeted countries in completing “fact sheets” (or similar) to provide information on reintegration mechanisms and costs to project developers and donors (and potentially counsellors) and support their publication through the EUTF website.
7. Support country offices in developing referral workflows towards EUTF-funded projects and other counterparts and implementing partners.
B. Reporting
8. In coordination with the Reporting Officer and the Information Management team in Dakar, support the collection of data and analysis (qualitative and quantitative) for drafting of regional reports, including flash reports, interim and final reports.
9. Develop and guide IOM Missions in targeted countries in completing relevant tools to provide information on project mechanisms and costs to project developers and donors (and potentially counsellors) and support their publication through the EUTF website.
10. Support the drafting and reviewing of periodic regional and national reports prepared by IOM missions under the EUTF JI and prepare progress and other reports to ensure proper information exchange on all operational aspects.
C. Monitoring
11. Monitor project progress, particularly on reintegration, specifically aimed at increasing effectiveness and recommending appropriate action. This will also include participation in the core programme team meetings with the programme coordinator.
12. Support the regional Monitoring and Evaluation (M&E) Officer and the Regional Programme Coordination Officer in the monitoring and evaluation activities carried out by external actors either at country or regional level, particularly those focused on reintegration.
13. Support the Regional Coordinator and M&E Officer in carrying out regular monitoring check-ins with country offices on work plan and programme progress, expenditures, risks, and potential site visits.
D. Regional Coordination and Support Functions
14. Support the Regional Coordination Officer in coordinating all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities.
15. Support the Regional Coordination Officer in facilitating and coordinating the implementation of the main activities foreseen by the project. This will also include supporting the coordinator in the liaison and synergies with other initiatives, mainly the EUTF.
16. Support the Regional Coordination Officer in sharing information with IOM Missions under the EUTF JI, as well as within the Organization, by preparing internal bulletins and periodic operational emails.
17. Incorporate important information into senior management team briefings (including reports from external actors).
18. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project management, implementation and project development;
• Field experience in West and Central Africa would be an advantage;
• Experience in reintegration, possibly in the framework of AVRR scheme;
• Demonstrated expertise in the thematic area relevant to project development;
• Previous experience with UN and International Agencies, international or local NGOs preferred.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
