Context:Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Deputy Chief of Mission (CoM), with guidance from Regional Thematic Specialists in the Regional Office (RO) for the Middle East and North Africa and the Transition and Recovery and relevant divisions in Headquarters (HQ), the successful candidate will be responsible for the strategic development, overall management and implementation of the IOM Libya Transition and Recovery programme portfolio including community stabilization through regeneration of livelihoods and extension of basic services, social cohesion, Civil Society Organizations (CSO) grants scheme, and capacity building through layered, area-based approaches.
Core Functions / Responsibilities:
Strategy and Project Development1. Based on context analysis and aligned with stabilization and development priorities defined by the government and the international community and in close coordination with mission senior management, develop and oversee the implementation of Transition and Recovery programming including but not limited to stabilization, peacebuilding, return and reintegration of Internally Displaced Persons (IDPs), livelihoods support, housing, land and property, and durable solutions.2. In coordination with other mission programming units including Displacement Tracking Matrix (DTM), establish systems for and conduct ongoing context analysis, including on the needs, conflict dynamics, drivers of instability and risks, to ensure recovery and stabilization support responds to evolving contexts and needs. Provide senior management with regular reporting to inform decision making.3. Ensure an appropriate and timely resource mobilization strategy for the successful implementation of the different projects in the Transition & Recovery Programme.4. Proactively identify programme development opportunities, new funding sources, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the IOM Transition & Recovery portfolio at the country and regional level.5. Liaise effectively with donors at local and regional level and secure adequate funding to sustain Transition & Recovery programming.
Programme and Staff Management6. Manage the overall implementation of the Transition & Recovery programme to guarantee that scope, budget, time and quality are in accordance with the different projects’ specifications, donor requirements and IOM rules and regulations. Exercise administrative, operational and financial management responsibility for relevant projects and ensure regular monitoring.7. Ensure that the Transition & Recovery programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tuning of systems and processes.8. In coordination with mission management establish functional project implementation structures for recruitment, procurement of goods and equipment, engagement of subcontractors, and setting up project offices. Provide the necessary resources to effectively monitor all contractual agreements with service providers and / or implementing parties.9. Manage and monitor technically and administratively the whole of the Transition & Recovery team. Ensure that adequate and relevant capacity building are provided to the members of the team while identifying operational challenges and creating viable solutions within a remote management environment.10. Coordinate project activities with Government, Local Authorities, Community Representatives, Partner Agencies, UN Mission in Libya(UNSMIL) and the UN Country Team, Donors, Media and Civil Society to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.11. Ensure cross-cutting themes are integrated and mainstreamed within Transition and Recovery programming such as Gender-Based Violence (GBV), disability inclusion, Accountability to Affected Populations (AAP), and other protection issues.
Coordination, Communications and other duties12. Ensure transition and recovery approaches are integrated into complementary IOM Libya programmes including MRRM, Migration Health, Mental Health Psychosocial Support, and Protection.13. Represent IOM Libya through active participation and contribution to technical and other coordination groups related to transition and recovery, in coordination with mission management.14. Regularly provide updates on project/programme progress, key results and challenges to Regional Thematic Specialists and the Transition and Recovery Division at Headquarters.15. In coordination with mission management and Public Information staff, devise and implement an outreach and communications strategy for Transition and Recovery programming.16. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or• University degree in the above fields with nine years of relevant professional experience.
Experience• Demonstrated experience in the field of transitional and post-conflict contexts, including operational implementation;• Demonstrated experience in managing and mentoring staff;• Experience in IOM project development and management;• Experience in coordinating actions with other implementing partners;• Experience in working with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives;• Experience in delivering set objectives in hardship situations.
Skills• Knowledge of monitoring and evaluation; and• Knowledge and experience of regional issues is an advantage.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English and working knowledge in French and/or Spanish is required (oral and written). Working knowledge of Arabic is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
