Context:Under the overall supervision of the Senior Resource Management Officer (SRMO) and direct supervision of Head, Procurement and Logistics Unit, in close coordination with Procurement and Logistics Officers in Juba, the successful candidate will be accountable and responsible to ensure the appropriate implementation of instructions and policies governing the managementof resources related to procurement and logistics in the Country Office.
The successful candidate will be responsible and accountable for providing support to ongoing activities with procurement and logistics services in Juba. S/he will also contribute to providing recommendations aiming at increasing effectiveness and efficiency of logistics management of IOM South Sudan, in compliance with IOM’s principles of:• Best value for money;• Accountability, integrity and transparency;• Fairness and effective competition; and,• Best interest of IOM.
Core Functions / Responsibilities:
The candidate will be responsible to carry out following tasks:1. Mange and conduct overall procurement and logistical actions of the Country Office, including property and assets control, supply, service/maintenance, contractual agreements, management of Common Transport Services (CTS), administration and management of IOM fuel depot, fleet management for Light Duty Vehicles (LDVs), earth moving equipment, generators and administration support for common workshop.2. Liaise with Project Managers and Sub-Offices regarding all procurement, logistics and service requirements, in order to consolidate procurement (or service) requirements and optimize purchasing power; generate reports for donor reporting as necessary, propose and implement strategic adjustments towards increasing the effectiveness and accuracy of all procurement and logistic procedures.3. Take responsibility for all planning, implementation and monitoring aspects related to procurement and logistical needs of the Country Office.4. Analyze procurement requests, identify service providers, and evaluate information regarding vendor’s performance regarding quality, prices, and delivery of goods in view of the organization’s best interests.5. Follow-up on purchase orders status and keep project managers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO (purchase order) specifications, and that all goods are in good condition.6. In close collaboration with the Resource Management Officer (RMO) verify that appropriate funds are available for any purchase; ensure that payments are processed promptly and adequately; ensure receipts are received when payment is conducted in cash.7. Draft property lease contracts and rental agreements in coordination with Legal Department in HQs; check that finance unit is aware of contractual terms and conditions. Monitor owner’s compliance to contractual agreements; when identified in the leases, coordinates for payment of utilities.8. Ensure that appropriate record is kept on assets disposal, ensure assets are located accordingly and used in IOM’s best interest, regularly upgrade asset inventory list.9. Monitor and supervise warehouse management practices in order to ensure there is no undue overstocking or loss, control supply chain and stock and monitor consumable materials and share regular stock reports with Project Managers and provide guidance on reorder level.10. Provide regular support to warehousing operation and supervise Warehouse Management Team and operation in absence of Warehouse Officer.11. Ensure safe running condition and overall maintenance of the mission’s LDVs fleet, earthmoving equipment and generators; monitor accuracy of records according to the vehicle logbook, servicing/maintenance records, fuel receipt/dispatches and fleet consumption rates, monitor consumable spare parts requirements to replenish them in a timely manner.12. Coordinate Common Transport Services (CTS) activities at mission level and ensure proper tracking and timely reporting of CTS activities. Also Liaise with the Logistics Cluster concerning transport and delivery of goods to the field locations. Attend Logistics Cluster meetings as well as any other related coordination meetings regularly.13. Responsible to supervise fleet management team ensuring the proper upkeep of the fleet administratively and operationally, including general maintenance and preventive maintenance programs, maintenance of quality and safety standards, fleet planning and operations, and coordinate fleet operations in accordance to the procedures and normative guidelines set by the Policy on the Use of IOM Vehicle.14. Responsible of maintaining, tracking and timely renewal of insurances of vehicles, earthmoving equipment, boats and goods in transit for IOM South Sudan in accordance with IOM property insurance policy.15. Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.• Certification in Procurement, Logistics or Supply Chain management is an advantage.
Experience• Progressive responsible experience in procurement and logistics operations particularly in emergency responses;• Experience working in complex humanitarian procurement operations, specifically meeting timelines and diverse procurement sourcing, managing fleet, warehousing, and complex humanitarian logistics;• Experience living and working in a post and active conflict working environment.
Skills• Knowledge of asset management processes and procedures;• Understanding of logistical and human resources challenges faced in remote geographical location;• Extensive knowledge of United Nations (UN) internal procurement and financial rules, as well as IOM’s PRISM elements as they apply to procurement and logistics;• Excellent level of computer literacy and good knowledge of SAP/PRISM is required;• Ability to supervise, direct, coach and mentor staff.
LanguagesIOM’s official languages are English, French, and Spanish.External applicants for all positions in the Professional category are required to be proficient inEnglish and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English is required (oral and written).
