Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
Under the overall supervision of the Chief of Mission of IOM Mali and under the direct supervision of the Project Manager, the successful candidate will oversee and be responsible and accountable for all aspects of Monitoring and Evaluation (M&E) for IOM Mali. Responsibilities of the position will range from the design/adjustment of the systems for coordinated data collection to address information needs, their actual implementation all over the Joint Initiative, to the best dissemination of the collected data and information through several types of communications, particularly developing reports and public and targeted communications towards migrants, donors, government and other relevant stakeholders. The successful candidate is expected to carry out his/her duties in accordance with strict ethical standards and with due respect for gender and socio-cultural sensitivities.
Core Functions / Responsibilities:
1. Develop M&E tools, adjusting them to the needs and information requirements of the Joint Initiative in Mali and to the EU M&E system for the EUTF (AKVO), as well as assure their implementation all over the project areas/units. Also ensure that such M&E tools are developed in close coordination with communication, reintegration, operations, protection and data monitoring colleagues and that their language and shape is user friendly and adapted to the type of population from whom the data is collected.
2. Ensure accurate and reliable qualitative and quantitative data collection including standardization of data format and structure, its entry, storage, validation, and analysis in order to produce regular updates for internal and external use, such as those requested by IOM Regional Offices, and respond to ad hoc demands of M&E information.
3. Analyze the collected data, including generation of routine statistical and analytical reports as required, identifying issues to correct and reporting them to project manager and related colleagues in order to rectify existing or potential programmatic threats.
4. Proactively guarantee that information emanating from the M&E analysis is disseminated in the most effective way to the correct target public by supporting and guiding communication colleagues and overseeing their production of targeted materials such as, for example, materials for beneficiaries.
5. Support the development of external and internal evaluations.
6. Draft interim and final reports to donors, coordinating timely and high quality technical inputs, ensuring adherence to project description, log frame and institutional reporting requirements of IOM and the donor, in close coordination with the Project Manager and relevant IOM Mali units, including Resource Management, and the relevant IOM RO(s).
7. Provide support in the coordination with donors, draft correspondence with other IOM offices on matters related to information, data, contributions and contractual obligations for the project.
8. Assist in planning and organizing activities of new country projects and monitor and backstop ongoing activities.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Monitoring and Evaluation, Communication for Development, Social Science, Sociology, Psychology, Social Research Methods, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Field experience in the Migration, Humanitarian or Development fields, with project monitoring, evaluation and communication; • Experience in liaising with donors, governmental authorities, other national/international institutions and NGOs;
• Superior reporting and writing skills in French;
• Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices; • Demonstrated ability to develop different types of communications depending on specific audience;
• Good level of computer literacy, including database applications;
• Work experience in/familiarity with the West African region is an asset;
• Knowledge and understanding of the migration issues in the region is an advantage.
Languages
Fluency in English and French is required. Working knowledge of Spanish is an advantage.
