Context:
Under the direct supervision of the Chief of Mission (CoM), the successful candidate will lead, in coordination with the CoM, government and UN liaison at strategic level. S/he will supervise and coordinate policy development, programmes’ support (planning, policy, support and communications) and liaison efforts.
Likewise, s/he will supervise cross-cutting areas in support of the mission, such as communications, public relations, data analysis, project development, project reporting, portfolio development, donor and governmental liaison, environmental initiatives, private sector engagement, capacity building and technical cooperation. S/he will ensure fluid coordination among programmes and processes. S/he will also mainstream global and regional initiatives in all the programmatic areas of the mission.
Core Functions / Responsibilities:
1. Upon delegation of the Chief of Mission (CoM) represent as required the Organization and strengthen relations with government authorities, diplomatic missions, donors, International organizations, non — governmental organizations, the UN Country team, private sector and public media. Upon delegation of the CoM, serve as officer in charge, and upon request by the same, represent the Mission in donor briefings, events, delegation visits and speaking engagements.
2. Coordinate and promote fluid information-sharing and coordination among programmatic and programme support teams.
3. Oversee development and implementation (reporting and liaison) of programmes at national and regional level; identify potential and existing obstacles to programmes delivery, through continuous monitoring of new programme areas that reflects changes in beneficiaries’ needs and donor priorities.
4. Upon delegation of the CoM, participate in the United Nations Country Team’s related working groups, and coordinate IOM’s active participation in the inter-agency thematic groups including the Programme Management Team and the Mixed Migration Working Group. Contribute to the shared planning tools for operational activities such as the United Nations Development Assistance Framework (UNDAF/UNPDF).
5. Identify and oversee the development of new programmes and strategy— level modifications to respond to changing host country and donor requirements. Lead the development of interventions that position IOM in new developments and new strategic areas.
6. Coordinate IOM Egypt’s presence and support within the framework of regional and international processes and/or dialogues on migration relevant to Egypt and the region and provide technical assistance as required.
7. Supervise the Policy, Governance and Liaison Team, covering the following portfolios: communications, public relations, data analysis, project development, project reporting, portfolio development, donor and governmental liaison, environmental initiatives, private sector engagement, capacity building and technical cooperation.
8. Supervise the analysis of political, social and economic trends and lead formulation, strategic analysis, planning and evaluation of programmes activities and provide policy advice for programme management and portfolio development.
9. Facilitate knowledge generation and management through the identification of best practices and lessons learned to ensure more comprehensive and efficient delivery. Coordinate the Mission’s knowledge products development and knowledge service delivery.
10. Supervise and build capacity among programme staff, comprising a multidisciplinary approach. Support the CoM with improvements to staff structures, improving lines of communication and accountability, resolving tensions in reporting lines and seeking opportunities for staff development.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Marketing, International Relations, Development, Environment, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University in the above fields with nine years of relevant professional experience.
Experience
• Experience in working with local and international NGOs or UN agencies addressing migration, employment, skills training, private sector engagement or related issues;
• Knowledge of CSR strategies and demonstrate success in engaging with private sector companies;
• Excellent writing, editorial and communication skills for the drafting of texts and for the formulation of a communications policy; • Knowledge of asylum and migration problems and the relevant (inter)national parties and organizations;
• Knowledge of IOM’s services, IOM’s communications policy and the political environment
• Strong communication and interpersonal skills as well as strong strategic and creative thinking;
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines; and,
• Ability to guide and supervise staff and coordinate administrative matters.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
