Context:Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean. In Chad, IOM has identified different areas of intervention to ensure provision of adequate protection for migrants, provide direct support and assistance to vulnerable migrants while at the same time supporting policy-related interventions and institutionalized capacity building.
The Migrant Protection and Operation Unit is responsible for the implementation and development of projects and programmes related to its area of responsibility, this includes the implementation of the European Union Trust Fund activities, projects related to counter-trafficking and border management as well as Assisted Voluntary Return, Resettlement and Movement Management.Under the direct supervision of the Chief of Mission and in close coordination with the regional office of Dakar migration protection unit and the border management specialists, as well as the resettlement team located in Nairobi and Kampala, the successful candidate will manage the Migrant Protection and Operation unit.
Core Functions / Responsibilities:1. Directly manage all components related to the EUTF project in Chad, this includes supervision of the financial expenditures, communication activities, compliance with the monitoring framework and timely correspondence with the frequent requests from the regional office in Dakar including the supervision of the EUTF staff structure. (max. 20%)2. Manage the Italian funded component of the direct assistance to stranded migrant component and ensure timely reporting and implementation of all activities, including financial management of the project. (max. 40%)3. Lead on the development of a consistent standard operating procedures (SOP) framework on protection and migrants assistance, in cooperation with Government.4. Supervise the border management and counter trafficking project managers and ensure close adherence to donor guidelines and the SOP framework for protection and migrants assistance.5. Support the capacity building and development of staff within the unit through targeted training, mentoring and coaching.6. Act as liaison and focal point for the Chadian government on the development and implementation of the counter-trafficking framework.7. Provide trainings on counter-trafficking to government officials in line with the different project components.8. Ensure protection mainstreaming and accountability to affected populations (AAP) throughout the mission and represent IOM Chad in the protection cluster.9. Provide managerial and administrative support to the resettlement team, including through management training of the operation officer and directly supervise the financial management and donor reporting of the resettlement operation.10. Ensure regular and active participation in the mission senior management team and contribute to the mission strategy implementation through project development.11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law or a related field preferably from an accredited academic institution with five years of relevant professional experience; or,• University degree in the above fields with seven years of relevant professional experience.
Experience• Experience in project management, implementation and project development;• Experience in managing the EUTF project in a transit country required;• Experience in border management, counter-trafficking and/or protection-focused project implementation required;• Field experience in West and Central Africa would be an advantage;• Experience in reintegration, and protection (including in humanitarian emergencies);• Experience in resettlement and movement management an advantage.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
